Don’t tie up money for vehicles – a message to consumers

The gazette notification issued by the government highlights the excise duty structure and the final tax on vehicles depends on multiple taxes and additional costs, says Sri Lanka Vehicle Importers Association President Prasad Manage.

“Government excise duty on vehicle imports ranges between 200% and 300%. Some vehicles face taxes as high as 400% or 500%,” he points out.

Prasad Manage also explains that these figures represent only one part of a complex pricing structure.

There are four types of taxes that determine the total amount of tax on vehicle imports. They include; vehicle tax, luxury tax, customs duty and value added tax.

“Other taxes, including a special import tax calculated based on the value of the vehicle, luxury tax, customs duty and the existing 18% VAT – should be added to the cost, insurance and CIF (cost, insurance and freight) value.”

“In some cases, the cumulative taxes on some vehicles can go up by 600%,” Prasad Manage points out.

He advises the public to refrain from making advance payments or booking vehicles before the import process officially begins, warning that the final cost will only be clear after all taxes are calculated.

Despite the confusion, initial price listings for petrol and hybrid vehicles are currently being done by institutions.

Meanwhile, Sampath Merenchige, president of the Lanka Vehicle Importers Association, is urging the government to reconsider the restrictions imposed on the import of used vehicles.

He suggests allowing the import of vehicles that are more than five years old from the date of manufacture.

He also pointed out that this could reduce costs and expand consumer options.

“වාහන ආනයනය සඳහා රජයේ නිෂ්පාදන බදු 200% සහ 300% අතර පරාසයක පවතිනවා. සමහර වාහන 400% හෝ 500% තරම් ඉහළ බදුවලට මුහුණ දෙනවා” ඔහු පෙන්වාදෙයි.

මෙම සංඛ්‍යා සංකීර්ණ මිලකරණ ව්‍යුහයක එක් කොටසක් පමණක් නියෝජනය කරන බව ද ප්‍රසාද් මානගේ පැහැදිලි කරයි.

වාහන ආනයනය සඳහා වන මුළු බදු ප්‍රමාණය තීරණය කිරීම සඳහා බදු වර්ග හතරක් ඇත. ඒවාට ඇතුළත් වන්නේ; වාහන බදු, සුඛෝපභෝගී බදු, රේගු බදු සහ එකතු කළ අගය මත බද්ද යි.

“වාහනයේ වටිනාකම මත පදනම්ව ගණනය කරන ලද විශේෂ ආනයන බද්දක් ඇතුළුව අනෙකුත් බදු, සුඛෝපභෝගී බදු, රේගු බදු සහ පවතින 18% වැට් බද්ද – පිරිවැය, රක්ෂණය සහ CIF (පිරිවැය, රක්ෂණය සහ භාණ්ඩ ප්‍රවාහනය) අගය සමඟ එකතුවිය යුතුයි”

“සමහර අවස්ථාවලදී, ඇතැම් වාහනවල සමුච්චිත බදු 600% කින් ඉහළ යා හැකිය, ”ප්‍රසාද් මානගේ පෙන්වා දෙයි.

ආනයන ක්‍රියාවලිය නිල වශයෙන් ආරම්භ වීමට පෙර අත්තිකාරම් ගෙවීමෙන් හෝ වාහන වෙන්කරවා ගැනීමෙන් වළකින ලෙස ඔහු මහජනතාවට දැනුම් දෙන අතර, සියලු බදු ගණනය කිරීමෙන් පසුව පමණක් අවසාන පිරිවැය පැහැදිලි වනු ඇති බවට ද අනතුරු අඟවයි.

ව්‍යාකූලත්වය තිබියදීත්, පෙට්‍රල් සහ හයිබ්‍රිඩ් වාහන සඳහා මූලික මිල ලැයිස්තුගත කිරීම් මේ වන විට ආයතන විසින් සිදුකරමින් පවතී.

මේ අතර, ලංකා වාහන ආනයනකරුවන්ගේ සංගමයේ සභාපති සම්පත් මෙරෙන්චිගේ, පැරණි වාහන ආනයනය සඳහා පනවා ඇති සීමාවන් නැවත සලකා බලන ලෙස රජයෙන් ඉල්ලා සිටියි.

නිෂ්පාදනය කළ දින සිට වසර පහකට වැඩි වාහන ආනයනය කිරීමට අවසර දෙන ලෙස ඔහු යෝජනා කරයි.
