The MP states that for the first time in Sri Lanka’s history, unripe rice was not available for the Thai Pongal festival, but the rice shortage was due to the government’s inability to manage the market.
Matale District Parliamentarian Rohini Kaviratne has emphasized this in a statement and it also states as follows.
In the past few years, a harvest of 4.6 million metric tons of paddy has been received. Of this, 2.9 million metric tons of rice is produced. One-fourth of the country’s rice production is ‘unripe rice’. 85% of the paddy in the southern province is unripe. Accordingly, ‘there was a minimum production of over 7 lakh tonnes of paddy rice.
On two occasions, 54,000 tonnes of paddy rice were distributed to 2.7 million families at 20 kg each. Of this, about 75% was paddy rice and the rest was white paddy. Even if it is assumed that 50,000 kg of paddy rice was distributed free of charge by the government, it is 14% of the total paddy rice production in the country (a certain amount of white rice was also distributed).
22% of the rice consumption in our country is paddy and 18% is white paddy.. When 54,000 tonnes of paddy rice is distributed to the poorest section of the society from a harvest of over one million tonnes, there is no way that there will be a shortage of paddy rice. This statement is a lie deliberately fabricated by the government to escape its responsibility to provide food to the poorest people of society based on future needs.
The decision to distribute rice was a collective decision to which Parliament also contributed. Based on a proposal I submitted to the ‘Parliamentarians’ Forum for Children’, a report was prepared using experts on child malnutrition.
It shows that 36% of the children in this country are malnourished to some degree. The need to provide midday meals to school children and food to extremely poor families has been pointed out by the same reports, many other studies, and international organizations.
President Ranil Wickremesinghe implemented the rice distribution through the state machinery, considering the recommendation of a parliamentary committee and the national interest. It is a collective responsibility of Parliament and the executive to fulfill their responsibilities on behalf of the people.

නිවේදනයක් නිකුත්කරමින් මාතලේ දිස්ත්රික් පාර්ලිමේන්තු මන්ත්රීනි රෝහිණී කවිරත්න මේ බව අවධාරණය කර ඇති අතර එහි මෙසේද සඳහන් වෙයි.
පසුගිය වසර කිහිපයේම වී මෙට්රික් ටොන් ලක්ෂ 46 ක අස්වැන්නක් ලැබී ඇත. එයින් හාල් මෙ.ටො. ලක්ෂ 29 ක් නිෂ්පාදනය කෙරේ. මෙරට හාල් නිෂ්පාදනයෙන් හතරෙන් එකක් ‘කැකුළු සහල්’ ය. දකුණු පලාතේ වී වලින් 85% ක් ම කැකුළු ය. ඒ අනුව, ‘කැකුළු හාල් ටොන් ලක්ෂ 7 කට වැඩි අවම නිෂ්පාදනයක් පැවතුනේය.

හාල් බෙදීමේ තීරණය පාර්ලිමේන්තුව ද දායක වූ සාමුහිත තීරණයකි. ‘දරුවන් උදෙසා වූ පාර්ලිමේන්තු මන්ත්රී සංසදය’ ට මා විසින් ඉදිරිපත් කළ යෝජනාවක් අනුව, ළමා මන්දපෝෂණය පිළිබඳ විශේෂඥයින් යොදාගනිමින් වාර්තාවක් සකස් කරනු ලැබීය.
එහි මෙරට ළමුන් අතරින් 36% කට කුමන හෝ මට්ටමක මන්දපෝෂණ තත්වයක් පවතින බව දැක්වේ. පාසල් දරුවන්ට දිවා ආහාර සහ අන්ත දිළිඳු පවුල්වලට ආහාර සැපයීමේ අවශ්යතාව එම වාර්තා ම මගින් ද, තවත් අධ්යයනයන් රැසකින් ද, ජාත්යන්තර සංවිධාන ද පෙන්වා දෙනු ලැබීය.
