The country’s National Secretariat for NGOs is reportedly preparing for a meeting with the United States Agency for International Development (USAID).
The aim of the meeting is to discuss the possible impact on the country of the Trump administration’s decision to halt USAID funding for NGOs operating in Sri Lanka.
Several projects worth approximately Rs. 15 billion were being implemented in the country through the United States Agency for International Development (USAID) funds.
Meanwhile, civil society activists have warned that the decision by the new US administration to halt USAID funding will severely impact several projects in the country that are being implemented through USAID.
They further point out that among the groups that may be affected by the Trump administration’s decision are projects that focus on human rights, including programs related to sexual and gender diversity.
Expressing his views on this situation, Philip Dissanayake, Co-Convenor of the Civil Society Organizations and NGOs Collective, points out that the US decision comes in a context where several major funding agencies to Sri Lanka have refrained from providing funds or have reduced the amount of funding they have provided in the past.
The vacuum created after the withdrawal of such institutions was filled by funding agencies such as USAID and the US State Department, but now those institutions are also at risk of withdrawal, he points out.
The US government has informed NGOs implementing projects funded by USAID to temporarily stop all work for a period of three months, from January 24 to April 23.
Philip Dissanayake also states that although there have been concerns that the funding situation is not good, NGOs hope that there will be some relief by the end of this period.

ශ්රී ලංකාවේ ක්රියාත්මක වන රාජ්ය නොවන සංවිධානවලට USAID අරමුදල් සැපයීම නැවැත්වීමට අමෙරිකාවේ ට්රම්ප් පරිපාලනය ගත් තීරණයෙන් මෙරටට ඇති විය හැකි බලපෑම් පිළිබඳව සාකච්ඡා කිරීම එහි අරමුණ වී තිබේ.
ආසන්න වශයෙන් රුපියල් බිලියන 15 ක පමණ වටිනාකමකින් යුත් ව්යාපෘති රැසක් එක්සත් ජනපද අන්තර්ජාතික සංවර්ධනය සඳහා නියෝජිතායතනයේ (USAID) අරමුදල මගින් රට තුළ ක්රියාත්මක කෙරෙමින් තිබිණි.
මේ අතර, USAID හරහා ලබාදෙන අරමුදල් නතර කිරීමට අමෙරිකාවේ නව පරිපාලනය ගත් තීරණය හේතුවෙන් USAID හරහා අරමුදල් සපයමින් ක්රියාත්මක වන මෙරට ව්යාපෘති රැසකට දැඩි බලපෑම් එල්ල වනු ඇතැයි සිවිල් සමාජ ක්රියාකාරීන් අනතුරු අගවා තිබේ.
ට්රම්ප් පරිපාලනයේ තීරණයෙන් බලපෑමට ලක්විය හැකි කාණ්ඩ අතර ලිංගික සහ ස්ත්රී පුරුෂ විවිධත්වයට අදාළ වැඩසටහන් ඇතුළුව මානව හිමිකම් කෙරෙහි අවධානය යොමුකරන ව්යාපෘති ද පවතින බව ඔවුහු වැඩිදුරටත් පෙන්වාදෙති.
මෙම තත්ත්වය සම්බන්ධයෙන් අදහස් පළකරමින් සිවිල් සමාජ සංවිධාන සහ රාජ්ය නොවන සංවිධාන සාමූහික සම කැඳවුම්කරු පිලිප් දිසානායක පෙන්වාදෙන්නේ, අමෙරිකාවේ මෙම තීරණය පැමිණ ඇත්තේ, ශ්රී ලංකාවට අරමුදල් සැපයූ ප්රධාන ආයතන කිහිපයක් මුදල් ලබාදීමෙන් වැළකී සිටින හෝ පසුගිය කාලයේ ලබාදුන් අරමුදල් ප්රමාණය අඩුකර ඇති පසුබිමක බවයි.
එවැනි ආයතන ඉවත්වීමෙන් අනතුරුව ඇති වූ රික්තකය පුරවා ඇත්තේ USAID සහ අමෙරිකානු රාජ්ය දෙපාර්තමේන්තුව වැනි අරමුදල් සපයන ආයතන මගින් වූ නමුත් දැන් එම ආයතන ද ඉවත්වීමේ අවදානමට ලක්ව ඇති බව ඔහු පෙන්වාදෙයි.
USAID මගින් අරමුදල් සපයන ව්යාපෘති ක්රියාත්මක කරන රාජ්ය නොවන සංවිධානවලට මාස තුනක කාලයකට එනම්, ජනවාරි 24 සිට අප්රේල් 23 දක්වා සියලු වැඩ තාවකාලිකව නවත්වන ලෙස අමෙරිකානු රජය මගින් දැනුම් දී තිබේ.
අරමුදල් සැපයීමේ තත්ත්වය සම්බන්ධයෙන් යහපත් තත්ත්වයක් නොමැති බවට කනස්සල්ල මතුව තිබුණ ද, මෙම කාලය අවසන් වන විට යම් සහනයක් ලැබෙනු ඇතැයි රාජ්ය නොවන සංවිධාන බලාපොරොත්තු වන බව ද පිලිප් දිසානායක සඳහන් කරයි.
