The list of transfers includes OICs of several major police stations in the Colombo area.
From the list of OICs sent to the National Police Commission by the Acting Inspector General, 17 are to be transferred to ‘general duties’ in the police.
The reason given for the majority of these transfers is intelligence reports on alleged misconduct on the part of the police OICs.
However, it is reported that there is no record of any disciplinary investigation or criminal proceedings initiated in court regarding the allegations mentioned in the reports provided to the National Police Commission.
The National Police Commission has observed that the reasons given for the transfers of OICs are unclear and that the transfers do not follow proper procedures.
The National Police Commission has observed that the 17 OICs who are to be transferred on a surplus basis have been recommended as replacements for lower ranks who do not have the qualifications required to hold the position of OIC.
Under the 21st Amendment to the Constitution, the National Police Commission has wide powers to appoint, promote, transfer, discipline and dismiss police officers other than the Inspector General of Police.
The main objective of the Commission is to depoliticize the Police Department.
The Chairman of the National Police Commission is retired High Court Judge Lalith Ekanayake.
The other members of the Commission are retired Ministry Secretary Renuka Ekanayake, retired District Secretary K. Karunaharan, Attorney-at-Law Dilshan Kapila Jayasuriya, President’s Counsel A.A.M. Ilyas and retired Deputy Inspector General of Police Jayantha Jayasinghe.

වැඩබලන පොලිස්පතිවරයා විසින් ජාතික පොලිස් කොමිසමට යවන ලද පොලිස් ස්ථානාධිපතිවරුන්ගේ ලැයිස්තුවෙන් 17 දෙනෙකු පොලිසියේ ‘සමන්ය රාජකාරි’ සඳහා මාරු කිරීමට නියමිතය.
මෙම ස්ථාන මාරුවීම් බහුතරයක් සඳහා හේතු ලෙස දක්වා ඇත්තේ පොලිස් ස්ථානාධිපතිවරුන්ගේ පැත්තෙන් සිදු වූ බව කියන විෂමාචාර සම්බන්ධයෙන් වන බුද්ධි වාර්තාය.
කෙසේවෙතත්, ජාතික පොලිස් කොමිසමට ලබා දී ඇති වාර්තාවල සඳහන් චෝදනා සම්බන්ධයෙන් විනය පරීක්ෂණයක් හෝ අධිකරණයේ ආරම්භ කර ඇති අපරාධ නඩු විභාගයක් පිළිබඳ කිසිදු වාර්තාවක් නොමැති බව වාර්තා වේ.
ස්ථානාධිපතිවරුන්ගේ ස්ථාන මාරුවීම් සඳහා දක්වා ඇති හේතු පැහැදිලි නැති බවත්, ස්ථාන මාරුවීම් නිසි ක්රියා පටිපාටි අනුගමනය නොකරන බවත් ජාතික පොලිස් කොමිසම නිරීක්ෂණය කර ඇත.
අතිරික්ත පදනමක් මත ස්ථාන මාරුවීම් ලබා දීමට නියමිත ස්ථානාධිපතිවරුන් 17 දෙනා වෙනුවට ආදේශකයන් ලෙස නිර්දේශ කර ඇත්තේ ස්ථානාධිපති ධුරය දැරීමට අවශ්ය සුදුසුකම් නොමැති පහළ නිලයන් බව ජාතික පොලිස් කොමිසම නිරීක්ෂණය කර ඇත.
ආණ්ඩුක්රම ව්යවස්ථාවේ 21 වැනි සංශෝධනය යටතේ, පොලිස්පතිවරයා හැර අනෙකුත් පොලිස් නිලධාරීන් පත් කිරීම, උසස් කිරීම, මාරු කිරීම, විනය පාලනය සහ සේවයෙන් පහ කිරීම සම්බන්ධයෙන් ජාතික පොලිස් කොමිසමට පුළුල් බලතල තිබේ.
එම කොමිසමේ ප්රධාන අරමුණ වන්නේ පොලිස් දෙපාර්තමේන්තුව නිර්දේශපාලනීකරණය කිරීමයි.
