The Ministry of Public Administration, Provincial Councils and Local Government has informed that all government institutions should adhere to sustainable waste management methods in order to streamline solid waste management activities in government institutions.
It is reported that the Secretary to the Ministry has issued a circular to the Secretaries of the Ministry, Provincial Chief Secretaries and Heads of Departments in this regard.
All government institutions have been informed through the circular to adhere to the “Three-R Concept”.
Most government institutions are located in urban areas and this program is to be implemented to control the waste generated by the large number of people who visit these institutions daily or by government employees.
Accordingly, the Ministry of Public Administration, Provincial Councils and Local Government points out that the use of paper should be minimized as much as possible in official activities, the use of single-use plastic should be discouraged, and the use of plastic should be minimized by using environmentally friendly alternatives.
The relevant circular also provides information on the proper collection and disposal of waste and the monitoring of waste management measures.
The circular issued by the Ministry of Public Administration, Provincial Councils and Local Government further states that a formal waste management plan should be developed and implemented for its institutions within a period of 6 months from the effective date of this circular
සියලුම රාජ්ය ආයතනවලට දැනුම්දීමක්
රාජ්ය ආයතනවල ඝන අපද්රව්ය කළමනාකරණ කටයුතු විධිමත් කිරීම සඳහා සියලු රාජ්ය ආයතන තිරසර කසළ කළමනාකරණ ක්රමවේද වෙත අනුගත විය යුතු බවට රාජ්ය පරිපාලන පළාත් සභා සහ පළාත් පාලන අමාත්යංශය දැනුම් දී තිබේ.
ඒ සඳහා අමාත්යංශ ලේකම්වරුන්, පළාත් ප්රධාන ලේකම්වරුන් සහ දෙපාර්තමේන්තු ප්රධානීන් වෙත අමාත්යංශ ලේකම්වරයා විසින් චක්රලේඛයක් නිකුත් කර ඇති බව වාර්තා වෙයි.
සියලුම රාජ්ය ආයතන “ත්රී – ආර් සංකල්පයට” අනුගත වීම සඳහා එම චක්රලේඛය මගින් දැනුම් දී තිබේ.
බොහෝ රාජ්ය ආයතන නාගරික ප්රදේශ කේන්ද්රගතව පිහිටා ඇති අතර එම ආයතන වෙත දෛනිකව පැමිණෙන විශාල ප්රමාණයක් හෝ රාජ්ය සේවකයින් හරහා නිර්මාණය වන අපද්රව්ය පාලනය සඳහා මෙම වැඩපිළිවෙළ ක්රියාත්මක කිරීමට නියමිතය.
ඒ අනුව රාජකාරී කටයුතුවලදී හැකිතාක් දුරට කඩදාසි භාවිතය අවම කිරීම, තනි භාවිත ප්ලාස්ටික් භාවිතය අධෛර්යමත් කිරීම සහ පරිසර හිතකාමී විකල්ප භාවිතය මගින් ප්ලාස්ටික් භාවිතය අවම කිරීම සිදුකළ යුතු බව රාජ්ය පරිපාලන පළාත් සභා සහ පළාත් පාලන අමාත්යංශය පෙන්වා දෙයි.
අපද්රව්ය නිසි පරිදි එක්රැස්කිරීම සහ බැහැරකිරීම පිළිබඳව සහ අපද්රව්ය කළමනාකරණ ක්රියාමාර්ග අධීක්ෂණය කිරීම පිළිබඳව ද අදාළ චක්රලේඛය මගින් දැනුවත් කර තිබේ.
මෙම චක්රලේඛය බලාත්මක දින සිට මාස 6ක කාලසීමාවක් ඇතුළත ස්වකීය ආයතන සදහා විධිමත් කසල කළමනාකරණ සැලැස්මක් සංවර්ධනය කර ක්රියාත්මක කළ යුතු බව රාජ්ය පරිපාලන පළාත් සභා සහ පළාත් පාලන අමාත්යංශය නිකුත් කළ චක්රලේඛයේ වැඩිදුරටත් සඳහන් වෙයි.
