The Court of Appeal has issued an interim order preventing the arrest of former Minister Tiran Alles and the directors of Ceylon Newspapers Private Limited by the Criminal Investigation Department.
The decision states that this interim order will be in force until the 21st of this month.
The order was issued after considering a writ petition filed by Ceylon Newspapers Private Limited regarding a complaint made to the police by a private company regarding a violation of an agreement to supply paper used for printing newspapers including ‘Mawbima’.
This was after considering this petition before a bench of judges comprising the President of the Court of Appeal, Justice Nissanka Bandula Karunaratne and Justice Shashi Mahendran.
The petition states that the petitioner company, Ceylon Newspapers Private Limited, has entered into an agreement with the respondent Kesara Lanka Private Limited to obtain the paper required for printing newspapers.
It also alleges that the respondent Kesara Lanka Limited violated the terms of the agreement after the former Minister of Public Security, Tiran Alas, who is a director of the petitioner company, lost his ministerial position.
In this situation, there is a risk of arrest of the directors of the petitioner company and the petitioner has requested that an interim order be issued to prevent their arrest.

‘මව්බිම’ ඇතුළු පුවත්පත් මුද්‍රණය කිරීම සඳහා යොදා ගන්නා කඩදාසි සැපයීමේ ගිවිසුමක් උල්ලංඝණය කිරීමේ සිද්ධියක් පිළිබඳව පෞද්ගලික සමාගමක් විසින් පොලීසියට කරන ලද පැමිණිල්ලක් සම්බන්ධයෙන් සිලෝන් නිවුස්පේපර්ස් පෞද්ගලික සමාගම විසින් ඉදිරිපත් කරන ලද රිට් පෙත්සමක් සලකා බැලීමෙන් පසුව මෙම නියෝගය නිකුත් කර තිබුණා.
ඒ, අභියාචනාධිකරණයේ සභාපති විනිසුරු නිශ්ශංක බන්ධුල කරුණාරත්න සහ ශෂී මහේන්ද්‍රන් යන අයගෙන් සමන්විත විනිසුරු මඩුල්ල ඉදිරියේ මෙම පෙත්සම සලකා බැලීමෙන් අනතුරුවයි.
පෙත්සමේ සඳහන් කර ඇත්තේ, පෙත්සම්කාර සමාගම වන සිලෝන් නිවුස්පේපර්ස් පෞද්ගලික සමාගම පුවත්පත් මුද්‍රණයට අවශ්‍ය කඩදාසි ලබා ගැනීම සඳහා වග උත්තරකාර කේසර ලංකා පෞද්ගලික සමාගම සමග ගිවිසුමක් ඇති කරගෙන තිබෙන බවයි.
එමෙන්ම පෙත්සම්කාර සමාගමේ අධ්‍යක්ෂවරයෙකු වන හිටපු මහජන ආරක්ෂක ඇමති ටිරාන් අලස්ට අමාත්‍ය ධූරය අහිමි වීමෙන් පසුව වග උත්තරකාර කේසර ලංකා සමාගම අදාළ ගිවිසුමේ කොන්දේසි කඩ කිරීමට කටයුතු කළ බවටද එමඟින් චෝදනා කර තිබෙනවා.
මෙම තත්ත්වය තුළ පෙත්සම්කාර සමාගමේ අධ්‍යක්ෂවරුන් අත්අඩංගුවට ගැනීමේ අවදානමක් පවතින බවත් ඔවුන් අත්අඩංගුවට ගැනීම වළක්වා ලන අතුරු නියෝගයක් නිකුත් කරන ලෙසත් පෙත්සමෙන් ඉල්ලා තිබිණි.
