The electronic National Identity Card project, which aims to issue electronic identity cards to every citizen above the age of 15, is set to be implemented from this month.
The creation of a national register of persons and the introduction of an electronic payment gateway for the government are also scheduled to be carried out under this.
Minister of Digital Economy Eranga Weeraratne says that the ministry will launch the digital identity card project and the GovPay project under the agenda of creating a digital transformation in the public sector.
“The Department of Registration of Persons is set to launch the electronic National Identity Card project in the middle of next month. This project will help us capture data such as birth certificates, tax identification numbers through biometric data. The aim is to centralize all types of IDs and maintain a single identity for each individual,” he explains.
Minister Weeraratne states that the MoSIP grant from India for the digital ID project is a subsidy for certain expenses related to the electronic ID.
He noted that the integration of certain government institutions with digital payments through the GovPay project will be implemented by the end of this month.
“We have already integrated 16 government institutions and are expected to complete the integration of 30 government institutions by April,” he points out.
He further explained that court system payments, payments to municipal councils and payments to universities can be made through online banking platforms connected to this system.
He added that several donor institutions are in discussions with the Ministry of Digital Economy for investments.
“The World Bank, the Asian Development Bank and other such donor institutions have held several discussions with us on various projects. “They are involved in the government’s digitalization projects,” he points out.
Five institutions under the Ministry of Digital Economy are the Information and Communication Technology Agency, the Sri Lanka Computer Emergency Response Forum, the Data Protection Authority, the Telecommunications Regulatory Commission and Sri Lanka Telecom (SLT).

ඩිජිටල් ආර්ථික කටයුතු ඇමැති එරංග වීරරත්න පවසන්නේ රාජ්ය අංශය තුළ ඩිජිටල් පරිවර්තනයක් ඇතිකිරීමේ න්යාය පත්රය යටතේ අමාත්යාංශය විසින් ඩිජිටල් හැඳුනුම්පත් ව්යාපෘතිය සහ GovPay ව්යාපෘතිය ආරම්භ කරන බවයි.
“පුද්ගලයන් ලියාපදිංචි කිරීමේ දෙපාර්තමේන්තුව විසින් විද්යුත් ජාතික හැඳුනුම්පත් ව්යාපෘතිය ලබන මාසයේ මැද භාගයේදී දියත් කරන්න නියමිතයි. මෙම ව්යාපෘතිය මගින් ජෛවමිතික දත්ත හරහා උප්පැන්න සහතික, බදු හඳුනාගැනීම් වැනි දත්ත ග්රහණය කර ගැනීමට අපට උපකාරී වනවා. සියලු ආකාරයේ හැඳුනුම්පත් මධ්යගත කිරීම සහ එක් එක් පුද්ගලයන් සඳහා තනි හැඳුනුමක් පවත්වා ගැනීම මෙහි අරමුණයි, ”යනුවෙන් ඔහු පැහැදිලි කරයි.
ඩිජිටල් හැඳුනුම්පත් ව්යාපෘතිය සඳහා ඉන්දියාවෙන් ලැබෙන මොසිප් ප්රදානය විද්යුත් හැඳුනුම්පත හා සම්බන්ධ ඇතැම් වියදම් සඳහා සහනාධාරයක් බව ඇමැති වීරරත්න සඳහන් කරයි.
ඔහු සඳහන් කළේ GovPay ව්යාපෘතිය හරහා ඇතැම් රජයේ ආයතන, ඩිජිටල් ගෙවීම් සමඟ ඒකාබද්ධ කිරීම මෙම මාසය අවසානයේ ක්රියාත්මක වන බවය.
“අපි දැනටමත් රජයේ ආයතන 16ක් ඒකාබද්ධ කර තිබෙනවා අප්රේල් වන විට රජයේ ආයතන 30ක් ඒකාබද්ධ කිරීම සම්පූර්ණ කරන්න ඉන්නේ.”යනුවෙන් ඔහු පෙන්වා දෙයි.
අධිකරණ පද්ධති ගෙවීම්, මහ නගර සභා සඳහා ගෙවීම් සහ විශ්වවිද්යාල සඳහා ගෙවීම් ආදිය මෙම පද්ධතියට සම්බන්ධ අන්තර්ජාල බැංකු වේදිකා ඔස්සේ කළ හැකි බව ඔහු තවදුරටත් පැහැදිලි කළේය.
ආයෝජන සඳහා පරිත්යාගශීලී ආයතන කිහිපයක් ඩිජිටල් ආර්ථික අමාත්යාංශය සමඟ සාකච්ඡා කරමින් සිටින බව ඔහු තවදුරටත් පැවසීය.
“ලෝක බැංකුව, ආසියානු සංවර්ධන බැංකුව සහ එවැනි අනෙකුත් පරිත්යාගශීලී ආයතන විවිධ ව්යාපෘති පිළිබඳ අප සමඟ සාකච්ඡා කිහිපයක් පැවැත්වූවා. ඔවුන් රජයේ ඩිජිටල්කරණ ව්යාපෘති සමඟ සම්බන්ධ වී ඉන්නේ ”යනුවෙන් ඔහු පෙන්වා දෙයි.
