The government has decided on a “guaranteed price” of between Rs. 105 and 130 depending on the type of paddy for the Maha season (2024/25), according to Finance Ministry sources.
Accordingly, a kilo of Rathu Nadu paddy will be purchased at Rs. 105, a kilo of Sudu Nadu paddy at Rs. 115, a kilo of Samba paddy at Rs. 120, and a kilo of Keeri Samba paddy at Rs. 130, the sources said. However, in many parts of the country, information has revealed that the price of a kilo of wet paddy has increased to Rs. 118 and the price of a kilo of dry Nadu paddy to Rs. 145. It is also said that the mill owners of the Maha season harvest have already started purchasing. Farmers say that a guaranteed price of at least Rs. 140 is required for a kilo of dry paddy. Small and medium-scale rice mill owners say that this is the first time in history that the government has set a guaranteed price for red and white paddy.
Small and medium-scale rice mill owners say that by determining prices separately for white and red paddy, farmers are being encouraged to cultivate only white paddy. Government sources also say that the guaranteed price determined for paddy will be presented to the cabinet meeting tomorrow (13th) for approval.
Meanwhile, arrangements have been made to provide loans to small and medium-scale rice mill owners and cooperative societies through private and public banks at an annual interest rate of 7 percent to purchase the paddy harvest during this Maha season, subject to a maximum of Rs. 50 million. The total loan amount to be released to banks under this loan scheme is Rs. 10,000 million, according to the Department of Development Finance. The loan disbursement is effective from the 3rd of this month until the 15th of May. The relevant loan amount must be repaid within a period of 180 days.

ඒ අනුව රතුනාඩු වී කිලෝවක් රුපියල් 105 බැගින් ද, සුදු නාඩු වී කිලෝවක් රුපියල් 115 බැගින් ද, සම්බා වී කිලෝවක් රුපියල් 120 බැගින් ද, කීරි සම්බා වී කිලෝවක් රුපියල් 130 බැගින් ද මිල දී ගැනීමට නියමිත බව එම ආරංචිමාර්ග කියයි. කෙසේ නමුත් දිවයිනේ බොහෝ ප්රදේශවල තෙත වී කිලෝවක මිල රුපියල් 118 ක් දක්වා ද, තෙතමනය රහිත නාඩු වී කිලෝවක මිල රුපියල් 145 ක් දක්වා ද ඉහළ ගොස් ඇති බවට තොරතුරු අනාවරණය වේ. මහ කන්නයේ අස්වනු මෝල් හිමියන් මේ වනවිට මිල දී ගැනීම ආරම්භ කර ඇතැයිද පැවැසේ. ගොවීන් කියා සිටින්නේ අවම වශයෙන් වියළි වී කිලෝවක් සඳහා රුපියල් 140 ක සහතික මිලක් අවශ්ය බව ය. රතු නාඩු සහ සුදු නාඩු ලෙස රජය සහතික මිලක් නියම කර ඇත්තේ ඉතිහාසයේ පළමුවරට බව සුළු හා මධ්ය පරිමාණ සහල් මෝල් හිමියෝ කියා සිටිති.
සුදු සහ රතු නාඩුවලට මෙලෙස වෙන් වෙන් වශයෙන් මිල ගණන් තීරණය කිරීම නිසා ගොවීන් සුදු නාඩු පමණක් වගා කිරීමට පෙලඹෙන බව ද සුළු හා මධ්ය පරිමාණ සහල් මෝල් හිමියෝ පවසති. වී සඳහා තීරණය කරන ලද සහතික මිල හෙට (13 වැනිදා) පැවැත්වෙන කැබිනට් මණ්ඩලයට ඉදිරිපත් කර අනුමැතිය ලබාගැනීමට නියමිත බව ද රජයේ ආරංචිමාර්ග කියයි.
මේ අතර මෙවර මහ කන්නයේ වී අස්වනු මිල දී ගැනීම සඳහා සුළු හා මධ්ය පරිමාණ වී මෝල් හිමියන්ට සහ සමුපකාර සමිතිවලට සියයට 7 ක වාර්ෂික පොලී අනුපාතය යටතේ රුපියල් මිලියන 50ක උපරිමයකට යටත්ව ණය මුදලක් පෞද්ගලික හා රාජ්ය බැංකු හරහා ලබාදීමට කටයුතු යොදා ඇත. මෙම ණය යෝජනා ක්රමය යටතේ බැංකුවලට නිදහස් කිරීමට නියමිත සමස්ථ ණය මුදල රුපියල් මිලියන 10,000 ක් බව සංවර්ධන මූල්ය දෙපාර්තමේන්තුව සඳහන් කරයි. මෙලෙස ණය මුදල් ලබාදීම ඉකුත් 03 වැනිදා සිට මැයි මස 15 වැනිදා තෙක් ක්රියාත්මකය. අදාළ ණය මුදල දින 180 ක කාලයක් තුළදී ගෙවා අවසන් කළ යුතුය.
