The people have brought a political tsunami this time and their next tsunami will come against top civil servants, warns Agriculture, Livestock and Irrigation Minister K.D. Lalkantha.
Just as the people used their votes to build a bankrupt country, if top civil servants do not provide the necessary support, the same people will rise up against them, said Lalkantha.
The Minister emphasized that the top civil servants in charge should have a clear understanding of their duties as well as their responsibilities and accountability.
Building a people-oriented government free from corruption, fraud and waste is not enough for the development of the country and building a clean state, he stated, and that dedication, honesty and high contribution from the civil service are also required.
Lal Kantha pointed out that although it was previously believed in society that public representatives involved in politics from the top of the country were corrupt people who looted state property, resources and public wealth, only a small number of people were convinced that a significant number of senior officials in the public service were also involved in those frauds, corruption and irregularities.
Minister Lal Kantha said that the functions of many state institutions have been largely inoperative throughout the past period and a huge amount of money has been spent on their maintenance.
The Minister said that as public representatives, they can provide the necessary infrastructure and allocate the necessary financial resources to provide leadership to the political authority for tasks including building the country and strengthening institutions, but officials should understand who should implement it.
President Anura Kumara Dissanayake also said at a conference attended by senior officials in the public service recently that the public service should be reformed.

අමාත්යවරයා අවධාරණය කළේ, වගකිවයුතු රජයේ ඉහළ නිලධාරීන්ට තම රාජකාරිය මෙන් ම ඔවුන්ගේ වගකීම හා වගවීම පිළිබඳ පැහැදිලි අවබෝධයක් තිබිය යුතු බවයි.
දූෂණයෙන්, වංචාවෙන්, නාස්තියෙන් තොර ජනතාවාදී ආණ්ඩුවක් ගොඩනැගීම පමණක් රටේ දියුණුවට හා අදූෂිත රාජ්යයක් ගොඩනැගීමට ප්රමාණවත් නොවන අතර ඊට රාජ්ය සේවයේ ද කැපකිරීම, අවංකභාවය හා ඉහළ දායකත්වයක් අවශ්ය බව හෙතෙම ප්රකාශ කළේය.
මීට පෙර සමාජගතව තිබුණේ රටේ ඉහළ පුටුවේ සිට දේශපාලනයට සම්බන්ධ මහජන නියෝජිතයන් රාජ්ය දේපළ, සම්පත් මෙන්ම මහජන ධනය කොල්ල කෑ දූෂිතයන් බව වුවත් එකී වංචා දූෂණ හා අක්රමිකතාවලට රාජ්ය සේවයේ ඉහළ නිලධාරීන් ද සැලකිය යුතු පිරිසක් හවුල් බව සමාජයට ඒත්තු ගැන්වුණේ සුළු ප්රමාණයක් බවද ලාල්කාන්ත පෙන්වා දුන්නේය.
බොහෝ රාජ්ය ආයතනවල කාර්යයන් පසුගිය කාලවකවානුව පුරා ම ඉතා විශාල ලෙස අකර්මණ්ය වී ඇති සේම ඒවා නඩත්තු කිරීමට ද විශාල මුදලක් වැය වී ඇති බව අමාත්ය ලාල් කාන්ත පැවසිය.
රට ගොඩනැඟීම, ආයතන ශක්තිමත් කිරීම ඇතුළු කාර්යයන් සඳහා දේශපාලන අධිකාරියේ නායකත්වය ලබාදීමට මහජන නියෝජිතයන් ලෙස ඊට අවශ්ය වන යටිතල පහසුකම් සම්පාදනය කරදීමටත් ඊට අවශ්ය වන මූල්ය ප්රතිපාදන වෙන්කර දීමටත් හැකි නමුත් එය ක්රියාත්මක කළ යුත්තේ කවුරු විසින්ද යන්න නිලධාරීන් අවබෝධ කරගත යුතු බවද අමාත්යවරයා පැවසීය.
ජනාධිපති අනුර කුමාර දිසානායකද පසුගිය දා රාජ්ය සේවයේ ඉහළ නිලධාරීන් සම්බන්ධ වූ සමුළුවකදී පැවැසුවේ රාජ්ය සේවය ප්රතිසංස්කරණය විය යුතු බවයි.
