Mount Lavinia Magistrate Nilupuli Lankapura has ordered the Colombo Fraud Investigation Bureau (FIB) to investigate and provide a full report on the alleged use of a forged deed by Trade Minister Wasantha Samarasinghe to lease a two-storey building in Dehiwala belonging to the National Institute of Labour Trade Union.
Minister Samarasinghe is accused of fraudulently leasing the property to Mahinda Jayasinghe, the General Secretary of the Lanka Teachers’ Service Union, who is currently the Deputy Minister of Labour.
The Magistrate made this order after considering the objections raised by President’s Counsel Maithri Gunaratne, who appeared for the aggrieved party along with Kisal Senanayake, to the request made by the Fraud Investigation Bureau to refer the investigation to the Attorney General.
Gunaratne stressed that the property in question is located in the Dehiwala area and was leased for Rs. 3.6 million using a forged deed.
The Fraud Investigation Bureau argued that there was no clarity regarding the ownership of the property and that further investigation was required.
It stated that the board of officers of the National Labour Institute had changed from time to time and therefore the investigation should be referred to the Attorney General.
However, Gunaratne, who argued against taking any steps to refer the matter to the Attorney General before the investigation was completed, further pointed out that the B report submitted by the police to the court confirms those involved in the incident.
He requested the court to order a full investigation into the matter.
Having considered the facts, the Magistrate ordered the police to conduct a comprehensive investigation into the matter and submit a report to the court on February 21.

වර්තමාන කම්කරු නියෝජ්ය ඇමැතිවරයා ලෙස කටයුතු කරන ලංකා ගුරු සේවා සංගමයේ ප්රධාන ලේකම් මහින්ද ජයසිංහට එම දේපළ වංචනික ලෙස බදු දී ඇති බවට ඇමැති සමරසිංහට චෝදනා එල්ල වේ.
විමර්ශනය නීතිපතිවරයා වෙත යොමු කරන ලෙස වංචා විමර්ශන කාර්යාංශය කළ ඉල්ලීමට කිසල් සේනානායක සමඟ අගතියට පත් පාර්ශ්වය වෙනුවෙන් පෙනී සිටි ජනාධිපති නීතිඥ මෛත්රී ගුණරත්න ඉදිරිපත් කළ විරෝධතා සළකා බැලීමෙන් අනතුරුව මහේස්ත්රාත්වරයා මෙම නියෝගය කළේය.
අදාළ දේපළ දෙහිවල ප්රදේශයේ පිහිටා ඇති බවත් එය ව්යාජ ඔප්පුවක් යොදා රුපියල් ලක්ෂ 36කට බදු දී ඇති බවත් ගුණරත්න අවධාරණය කළේය.
වංචා විමර්ශන කාර්යාංශය තර්ක කළේ දේපළ අයිතිය සම්බන්ධයෙන් පැහැදිලිකමක් නොමැති බවත් මේ සඳහා වැඩිදුර විමර්ශනයක් අවශ්ය බවත්ය.
ජාතික කම්කරු ආයතනයේ නිලධාරී මණ්ඩලය වරින් වර වෙනස් වී ඇති බවත් මේ නිසා විමර්ශනය නීතිපතිවරයා වෙත යොමු කළ යුතු බවත් එහි සඳහන් විය.
කෙසේවෙතත්, විමර්ශනය අවසන් වීමට පෙර නීතිපතිවරයා වෙත යොමු කිරීමට කිසිදු පියවරක් ගැනීමට එරෙහිව තර්ක කළ ගුණරත්න වැඩිදුරටත් පෙන්වා දුන්නේ පොලිසිය විසින් අධිකරණයට ඉදිරිපත් කරන ලද බී වාර්තාවෙන් සිද්ධියට සම්බන්ධ අය සනාථ වන බවයි.
ඔහු අධිකරණයෙන් ඉල්ලා සිටියේ මේ සම්බන්ධයෙන් පූර්ණ පරීක්ෂණයක් පවත්වන ලෙසට නියෝග කරන ලෙසයි.
කරුණු සළකා බැලූ මහේස්ත්රාත්වරයා මේ සම්බන්ධයෙන් පුළුල් පරීක්ෂණයක් පවත්වා වාර්තාවක් පෙබරවාරි 21 වැනිදා අධිකරණයට ඉදිරිපත් කරන ලෙස පොලිසියට නියෝග කළේය.
