The Cabinet has approved a review of government-owned non-commercial institutions and the President has presented this proposal at the Cabinet meeting held on (18).
The government has been entrusted with major tasks such as providing essential public services, national security, maintaining law and order, various regulatory activities, intervening in market activities related to the provision of goods and services, equitable distribution of resources, disaster management and social welfare.
Apart from the security forces and the police, 86 departments, 25 District Secretariats and 339 Divisional Secretariats, 340 government-owned enterprises and 115 non-commercial state statutory institutions are currently operating to implement these tasks.
The National Budget has allocated about Rs. 140 billion for the year 2024 for 115 non-commercial statutory institutions under the supervision of the National Budget Department and 51 institutions under the supervision of the Department of Public Enterprises.
Due to the fact that those institutions are not updated to suit the current needs, the powers assigned to them are insufficient or incompatible, the functions assigned to those institutions are being performed more efficiently by the private sector, and the existence of several institutions performing the same or similar functions, a review of the non-commercial institutions owned by the government has become a timely necessity.
Accordingly, the Cabinet has approved the appointment of a Board of Officers headed by the Secretary to the Prime Minister to conduct the relevant review and submit a report with recommendations.

A Deputy Treasury Secretary nominated by the Secretary to the Treasury
An Additional Secretary to the Ministry nominated by the Secretary to the Ministry of Public Administration, Provincial Councils and Local Government
Director General of National Budget
Director General – Department of Management
Director General – Department of Public Enterprises
Chairman – University Grants Commission
රාජ්ය ආයතන 166ක් ගැන ජනපති තීරණයක් ගනී
රජයට අයත් වාණිජමය නොවන ආයතන සමාලෝචනය කිරීමට අමාත්ය මණ්ඩල අනුමැතිය හිමිව ඇති අතර (18) රැස්වූ අමාත්ය මණ්ඩල රැස්වීමේ ජනාධිපතිවරයා විසින් මෙම යෝජනාව ඉදිරිපත් කර ඇත.
අත්යාවශ්ය මහජන සේවාවන් සැපයීම, ජාතික ආරක්ෂාව, නීතිය හා සාමය රැකීම, විවිධ නියාමන කටයුතු, භාණ්ඩ හා සේවා සැපයීමට අදාළ වෙළෙඳපොළ කටයුතුවලට මැදිහත්වීම, සම්පත් සාධාරණව බෙදාහැරීම, ආපදා කළමනාකරණය සහ සමාජ සුබසාධනය වැනි ප්රධාන කාර්යයක් රජය වෙත පැවරී තිබෙනවා.
එම කාර්යයන් ක්රියාත්මක කිරීම් සඳහා ආරක්ෂක අංශ සහ පොලීසිය හැරුණු විට දෙපාර්තමේන්තු 86ක්, දිස්ත්රික් ලේකම් කාර්යයල 25ක් හා ප්රාදේශීය ලේකම් කාර්යාල 339ක්, රජයට අයත් ව්යාපාර 340ක් සහ වාණිජමය නොවන රාජ්ය ව්යවස්ථාපිත ආයතන 115ක් යම් වන විට ක්රියාත්මක වෙමින් පවතී.
ජාතික අයවැය දෙපාර්තමේන්තුවේ අධීක්ෂණය යටතේ පවත්නා වාණිජමය නොවන රාජ්ය ව්යවස්ථාපිත ආයතන 115ක් සඳහා සහ රාජ්ය ව්යපාර දෙපාර්තමේන්තුවේ අධීක්ෂණය යටතට ගැනෙන ආයතන 51ක් සඳහා 2024 වර්ෂය වෙනුවෙන් ජාතික අය වැය මඟින් රුපියල් බිලියන 140ක් පමණ වෙන් කර ඇත.
වත්මන් අවශ්යතාවලට ගැළපෙන අයුරින් එම ආයතන යාවත්කාලීන නොවීම, පැවරී ඇති බලතල ප්රමාණවත් නොවීම හෝ නොගැළපීම, එම ආයතන වෙත පැවරී ඇති කාර්යයන් පෞද්ගලික අංශය විසින් වඩාත් කාර්යක්ෂම අයුරින් ඉටුකිරීම සහ එකම හෝ සමාන හෝ කාර්යයන් ඉටු කරනු ලබන ආයතන කිහිපයක් පැවතීම වැනි කරුණු හේතුවෙන් රජයට අයත් වාණිජමය නොවන ආයතන පිළිබඳ සමාලෝචනයක් සිදුකිරීම කාලීන අවශ්යතාවක් බවට පත්ව තිබේ.
ඒ අනුව අදාළ සමාලෝචනය සිදුකර නිර්දේශ සහිත වාර්තාවක් ඉදිරිපත් කිරීම සඳහා අග්රාමාත්ය ලේකම්වරයාගේ ප්රධානත්වයෙන් යුත් නිලධාරී මණ්ඩලයක් පත්කිරීමට එහිදී අමාත්ය මණ්ඩල අනුමැතිය හිමිව තිබේ.
