Issuing a statement, the Ministry of Defense said that it is the decision of the Ministry of Defense to provide only one firearm per person for life safety and that it is expected to be done based on intelligence reports.
The relevant statement is shown below.
‘The Ministry of Defense has informed all electronic and print media to hand over all types of firearms and ammunition issued to civilians by the Ministry of Defense for the purpose of quantitative review before November 21, 2024. In response to the relevant announcement, about 85% of the licensees have already returned their firearms.
Furthermore, if those citizens wish to continue to possess firearms, they were also informed to submit appeals to the Ministry of Defense explaining their need before October 30, 2024. Licensees who have submitted such appeals have been informed to submit the relevant documents along with the firearms to the Ministry of Defense for inspection and review.
The decision of the Ministry of Defense to provide only one firearm per person for life safety is made based on intelligence reports.
The review of all appeals submitted for possession of firearms and the relevant firearm inspection are scheduled to be completed on January 20, 2025, and licensees are hereby informed to submit their firearms for inspection before that date.
Furthermore, it has been observed that a significant amount of firearms and ammunition have been issued by the Sri Lanka Army and Police for personal protection in the past. Therefore, the Ministry of Defense has issued a notice to return those firearms and ammunition to the government before 31st December 2024.
Therefore, in accordance with the said instructions, these firearms and ammunition are to be handed over to the nearest police station and legal action will be taken against licensees who do not present themselves for firearms census and audit before the due date under the Gun Ordinance No. 33 of 1916.
In line with this decision taken by the Ministry of Defense to ensure a safe society by minimizing the use and misuse of firearms in civilian society and by implementing proper regulation, all licensed firearms that have not been surrendered and submitted for audit to date are urged to be surrendered before January 20, 2025.
2025 ජනවාරි 20 දිනට පෙර සිවිල් පුරවැසියන්ට නිකුත්කර ඇති සියලුම ගිනි අවි සහ පතරොම් ලඟම ඇති පොලිස ස්ථානය වෙත භාර දීමට කටයුතු නොකරන්නේ නම්, එලෙස නියෝගවලට යටත් නොවන පුද්ගලයන්ට එරෙහිව නීතිමය ක්රියාමාර්ගවලට එළඹෙන බව ආරක්ෂක අමාත්යංශය පවසයි.
නිවේදනයක් නිකුත් කරමින් ආරක්ෂක අමාත්යංශය පවසන්නේ, ජිවිත ආරක්ෂාව සඳහා එක් පුද්ගලයෙකුට එක් ගිනි අවියක් පමණක් ලබාදීම ආරක්ෂක අමාත්යාංශයේ තීරණය වන අතර එය ද බුද්ධි වාර්තාවන් මත පදනම්ව සිදුකිරීමට බලාපොරොත්තු වන බවයි.

‘සිවිල් පුරවැසියන්ට තම ජිවිත ආරක්ෂාව සඳහා ආරක්ෂක අමාත්යාංශය විසින් ලබාදී තිබු සියලුම වර්ගයේ ගිනි අවි හා පතරොම් 2024 නොවැම්බර් 21 දිනට පෙර ප්රමාණාත්මකව සමාලෝචනය කිරීමේ පරමාර්ථයෙන් නැවත රජයට භාර දෙන ලෙස ආරක්ෂක අමාත්යාංශය විසින් සියළුම විද්යුත් හා මුද්රිත මාධ්ය මගින් දැනුම් දෙන ලදි. අදාල නිවේදනයට ප්රතිචාර දක්වමින් මේ වනවිට 85% ක් පමණ බලපත්රලාභීන් විසින් එම ගිනි අවි නැවත භාරදීමට කටයුතු කර ඇත.
තවද, එම පුරවැසියන්ට ගිනි අවි තවදුරටත් ලඟ තබා ගැනීමට අවශ්ය නම් එකී අවශ්යතාවය පැහැදිලි කරමින් 2024 ඔක්තෝබර් 30 වන දිනට පෙර ආරක්ෂක අමාත්යාංශයට අභියාචනා ඉදිරිපත් කරන ලෙසද දැනුම් දෙන ලදි. එම අභියාචනා ඉදිරිපත් කළ බලපත්රලාභින්ගේ ගිනි අවි පරික්ෂා කර සමාලෝචනය කිරීම සඳහා ආරක්ෂක අමාත්යාංශය වෙත ගිනිඅවිය සමඟ අදාල ලේඛන ඉදිරිපත් කරන ලෙස ඔවුන් වෙත දැනුම් දී ඇත.
ජිවිත ආරක්ෂාව සඳහා එක් පුද්ගලයෙකුට එක් ගිනි අවියක් පමණක් ලබා දීම ආරක්ෂක අමාත්යාංශයේ තීරණය වන අතර එය ද බුද්ධි වාර්තාවන් මත පදනම්ව සිදුකරනු ලබයි.
ගිනි අවි ළඟ තබාගැනීම සඳහා ඉදිරිපත් කරන ලද අභියාචනා සියල්ල සමාලෝචනය හා අදාළ ගිනි අවි පරික්ෂාව 2025 ජනවාරි මස 20 වන දින අවසන් කිරීමට නියමිත අතර, බලපත්රලාභීන්ට එදිනට පෙර ගිනි අවි විගණනය සඳහා ඉදිරිපත් කරන ලෙස මෙමගින් දැනුම් දී සිටී.
තවද, පසුගිය සමයේදී පුද්ගල ආරක්ෂාව සඳහා ශ්රී ලංකා යුද හමුදාව සහ පොලීසිය විසින් සැලකිය යුතු ගිනි අවි හා පතරොම් ප්රමාණයක් නිකුත් කර ඇති බව නිරීක්ෂණය වී ඇත. එබැවින් එම ගිනි අවි හා පතරොම් ද 2024 දෙසැම්බර් මස 31 දිනට පෙර නැවත රජයට භාර දෙන ලෙස ආරක්ෂක අමාත්යාංශය නිවේදනයක් නිකුත් කරමින් දැනුම් දී ඇත.
එබැවින් එම උපදෙස්වලට අනුව මෙම ගිනි අවි හා පතරොම් ලඟම ඇති පොලිස ස්ථානය වෙත භාර දීමට කටයුතු කරන ලෙසත්, නියමිත දිනට පෙර ගිනි අවි සංගණනය හා විගණනය සඳහා ඉදිරිපත් නොවන ගිනි අවි ළඟ තබා ගන්නා බලපත්රලාභීන්ට එරෙහිව 1916 අංක 33 දරණ තුවක්කු ආඥා පනත යටතේ නීතිමය ක්රියාමාර්ග ගැනීමට සිදු වන බවත් මෙම නිවේදනයෙන් දැනුම් දෙනු ලැබේ.
සිවිල් ජන සමාජය තුළ ගිනි අවි පරිහරණය හා අවභාවිතය අවම කිරීම තුලින් මෙන්ම නිසි නියාමනයක් කිරීම තුලින් සුරක්ෂිත සමාජයක් තහවුරු කිරීම වෙනුවෙන් ආරක්ෂක අමාත්යාංශය විසින් ගන්නා ලද මෙම තීරණයට අනුගතව මේ දක්වා භාර නොදුන් හා විගණනයට ඉදිරිපත් නොකල සියලුම බලපත්ර සහිත ගිනි අවි 2025 ජනවාරි මස 20 වන දිනට පෙර භාරදීමට කටයුතු කරන ලෙස අදාල පාර්ශ්වයන් වෙත අවධාරණය කරනු ලබයි.
