Dr. M.M. Shafan, Executive Director of the Human Rights Organization, says that since a disciplined government is emerging in a country with low wages, adding new meaning to the social ideology that the more disciplined a society is, the more its political leadership will automatically be disciplined and that it is impossible to expect disciplined rulers to emerge in an undisciplined society. In order to maintain that situation at a more positive level, the people should also be disciplined.
Mr. Shafan said that the current rulers are acting in an exemplary manner towards the people like never before in the political history of this country and that the fact that an example has been set from the highest rulers to the grassroots level is a great achievement for the people of the country. Many countries in the world that have achieved high progress achieved that progress because the rulers were disciplined and set an example for the people. He added that, leaving aside the ideology that an example should be set from the grassroots level to the top rulers to build the country, the current rulers have already set that example from the top down and accordingly, it is the responsibility of the people to align the society accordingly.
Throughout the history of this country, the people have always criticized the President and the Members of Parliament, but since those people are a reflection of this society itself, it is true that in such a social environment, nothing good has often been added to the society by the former rulers. However, at this moment when a good socio-political environment is being built, the people can also create a good society by being disciplined and contributing to it, and that a suitable socio-political environment has now been created in the country. He says.
The fundamental rights and human rights of the people should be protected and the law should be equal for all. There should not be one law for the rulers of a country and another law for the common people. One should be disciplined and respectful of the law while traveling from one’s home to the public and in public places. In Sri Lanka, people expect that this discipline and equality of law, which we have so far limited to talk about, will soon be established in the country. Mr. Shafan points out that the progress that exists in countries like America, England, Australia, Singapore today depends on the discipline and law that exist in those countries and that no country or society without discipline and law has achieved progress.

මෙරට දේශපාලන ඉතිහාසයේ පෙර නොවූ අයුරින් වත්මන් පාලකයින් ජනතාවට ආදර්ශමත් අයුරින් කටයුතු කරන ආකාරයක් පෙනී යන බවද ඉහළම පාලකයන් ගේ සිට බිම් මට්ටම දක්වා ආදර්ශයක් මේ වන විට ලබා දී තිබීම රටේ ජනතාව ලැබූ විශාල ජයග්රහනයක් බවද පවසන ෂෆාන් මහතා ඉහළ දියුණුවක් ලැබූ ලොව බොහෝ රටවල් එම දියුණුව ලැබුවේ පාලකයන් විනය ගරුක වී ජනතාවට ලබා දුන් ආදර්ශයන් නිසා බවද බිම් මට්ටමේ සිට ඉහළ පාලකයින් දක්වා රට ගොඩනැගීම සඳහා ආදර්ශයක් ලබා දිය යුතු යැයිද තිබූ මතවාද පසෙකලා වත්මන් පාලකයින් ඉහළ සිට පහළට එම ආදර්ශය මේ වන විට ලබා දී අවසන් බවද ඒ අනුව සමාජය පෙළගැස්වීම ජනතාවට භාර කටයුත්තක් යැයිද ඒ මහතා පවසයි
මෙරට ඉතිහාසය පුරා ජනතාව හැම විටම ජනාධිපති වරයා හා පාර්ලිමේන්තු මන්ත්රී වරුන් දැඩ් ලෙස දෝෂ දර්ශනයට ලක් කරමින් විවේචනය කළද එම පිරිස මේ සමාජයේම පිළිඹිබුවක් බැවින් මෙවැනි සමාජ වටපිටාවක් තුල හිටපු පාලකයන්ගෙන්ද බොහෝ විට යහපත් දෙයක් සමාජයට එකතු නොවූ බව සත්යයක් වුවද යහපත් සමාජ දේශපාලන වටපිටාවක් ගොඩ නැගෙමින් පවතින මේ මොහොතේ ජනතාව ද විනය ගරුක වෙමින් ඊට දායකත්වය ලබා දීමෙන් යහපත් සමාජයක් නිර්මාණය කර ගත හැකි බවද ඊට සුදුසු සමාජ දේශපාලන වටපිටාවක් දැන් රට තුල නිර්මාණය වී තිබෙන බවද ඒ මහතා පවසයි.
ජනතාවගේ මූලික අයිතිවාසිකම් හා මානව හිමිකම් සුරක්ෂිත වී නීතිය සැමට සමාන විය යුතුයි.රටක පාලකයින්ට එක් නීතියක් හා සාමාන්ය ජනතාවට තවත් නීතියකුත් නොතිබිය යුතුයි .තම නිවසේ සිට මහ මඟ ගමන් කිරීමේදී මෙන්ම පොදු ස්ථාන වල හැසිරීම් වලදී ද නීතියට යටත්ව විනය ගරුක විය යුතු බවද ශ්රී ලංකාවේ අපි මෙතෙක් කතාවට පමණක් සීමා කර තිබෙන මෙම විනය හා නීතියේ සමානාත්මතාවය කඩිනමින් රටේ බිහි වනු ඇතැයි ජනතාව අපේක්ෂා කරන බවද ඇමරිකාව ,එංගලන්තය ,ඕස්ට්රේලියාව,සිංගප්පූරුව වැනි රට වල අද පවතින දියුණුව රදා පවතින්නේ එම රටවල පවතින විනය හා නීතිය අනුව බවද විනයක් නීතියක් නොමැති කිසිදු රටක් සමාජයක් දියුණුවක් ලබා නොමැති බවද සෆාන් මහතා පෙන්වා දෙයි .
