The Inland Revenue (Amendment) Act No. 2 of 2025 has introduced legal provisions to increase the withholding tax rate from 5% to 10% with effect from 01-04-2025.
It was observed that due to the collection of withholding tax even from individuals with income not exceeding the taxable annual income limit of Rs. 1.8 million, such depositors and low-income individuals are facing inconvenience.
As a solution to this problem, it has been proposed to introduce a system for submitting a self-declaration for individuals with income below the tax-exempt limit.
Accordingly, the Cabinet approved the proposal submitted by the Hon. President in his capacity as the Minister of Finance, Planning and Economic Development to amend the Inland Revenue Act, No. 24 of 2017, introducing a self-declaration for all resident depositors with an assessed income not exceeding Rs. 1.8 million per annum to exempt them from levying withholding tax on interest and making it mandatory to furnish a Tax Identification Number (TIN) for opening all types of bank accounts.

2025‑04‑01 දින සිට ක්රියාත්මක වන පරිදි රඳවා ගැනීමේ බදු අනුපාතය 5% සිට 10% දක්වා ඉහළ නැංවීම පිණිස වන නීතිමය ප්රතිපාදන 2025 අංක 2 දරන දේශීය ආදායම් (සංශෝධන) පනත මඟින් හඳුන්වා දී තිබෙනවා.
බදු අය කරනු ලබන වාර්ෂික ආදායම් සීමාව වන රුපියල් මිලියන 1.8ක ප්රමාණය නොඉක්මවන ආදායමක් සහිත පුද්ගලයන්ගෙන් ද රඳවා ගැනීමේ බදු අය කර ගැනීමට කටයුතු කිරීම හේතුවෙන්, එවැනි තැන්පත්කරුවන් සහ අඩු ආදායම්ලාභී පුද්ගලයන් අපහසුතාවට ලක් වන බව නිරීක්ෂණය වුණා.
එකී ගැටලුව සඳහා විසඳුමක් ලෙස බදු නිදහස් සීමාවට වඩා පහළ මට්ටමක ආදායම් සහිත පුද්ගලයන්ට ස්වයං ප්රකාශනයක් ඉදිරිපත් කිරීමේ ක්රමවේදයක් හඳුන්වා දීමට යෝජනා කර තිබෙනවා.
ඒ අනුව, පොලිය මත රඳවා ගැනීමේ බද්ද අය කිරීමෙන් නිදහස් කිරීම සඳහා වසරකට රුපියල් මිලියන 1.8ක් නොඉක්මවන තක්සේරු ආදායමක් සහිත සියලු නේවාසික තැන්තපත්කරුවන් සඳහා ස්වයං ප්රකාශනයක් හඳුන්වා දීමට සහ සියලුම වර්ගයේ බැංකු ගිණුම් විවෘත කිරීම සඳහා බදු හඳුනාගැනීමේ අංකය (TIN) ඉදිරිපත් කිරීම අනිවාර්ය කිරීමට යෝග්ය සංශෝධන ඇතුළත් කරමින් 2017 අංක 24 දරන දේශීය ආදායම් පනත සංශෝධනය කිරීම පිණිස මුදල්, ක්රමසම්පාදන සහ ආර්ථික සංවර්ධන අමාත්ය වශයෙන් ගරු ජනාධිපතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කළා.
