The complaint filed by the Bribery Commission against former Minister Chamara Sampath Dassanayake was taken up before the Colombo Chief Magistrate’s Court today.
When the complaint was taken up before Colombo Chief Magistrate Thanuja Lakmali, former Minister Chamara Sampath Dassanayake, who is in remand prison, was also presented to the court.
The officer appearing on behalf of the Bribery Commission stated before the court that the suspect had caused a loss of Rs. 1.76 million/= to the government by withdrawing money from a fixed deposit account belonging to the provincial council before maturity while he was serving as the Chief Minister of the Uva Province.
Later, former President Ranil Wickremesinghe, while participating in a media briefing, stated that a circular had been issued by the Treasury in 2015 when he was the Prime Minister to withdraw the fixed deposits in the provincial assemblies before maturity, and that according to that circular, the action taken by Chamara Sampath Dassanayake was not illegal.
However, the official pointed out that although the relevant circular had been issued on 22 November 2016, Chamara Sampath Dassanayake had withdrawn the relevant funds on 29 February 2016.
Accordingly, the official said that there was no circular of the kind referred to by Ranil Wickremesinghe at the time when the suspect Chamara Sampath withdrew the relevant funds.
The Bribery Commission summoned former President Ranil Wickremesinghe to record a statement regarding this matter, but it was revealed that Mr. Wickremesinghe had made this statement to the media without being aware of the date and time when the relevant circular was issued, the officer said. The officer conducting the investigation into this incident told the court that the former President’s action of holding a media discussion has affected the Bribery Commission’s investigation. Former President Ranil Wickremesinghe has stated that he held this media discussion at the request of the wife of suspect Chamara Sampath, and accordingly, he requested that an order be issued to cancel the bail of suspect Chamara Sampath Dassanayake and remand him for obstructing the investigations. The Chief Magistrate also decided to consider this request this afternoon.

අධික පාඩුවක් සිදුකර ඇතැයි සඳහන් කරමින් මෙම නඩුකරය ඉදිරිපත් කර තිබෙන බව සඳහන් කළා.
ඉන් පසුව හිටපු ජනාධිපති රනිල් වික්රමසිංහ මාධ්ය සාකච්ඡාවකට එක්වෙමින් මේ ආකාරයෙන් පළාත්
සභාවල පවතින ස්ථාවර තැන්පතු කල් පිරීමට පෙර ඉවත් කර ගැනීම සඳහා 2015 වසරේ තමා
අග්රාමාත්යවරයා වශයෙන් කටයුතු කළ අවධියේ භාණ්ඩාගාරය මගින් චක්රලේඛයක් නිකුත් කර තිබූ බවත්
එම චක්රලේඛයට අනුව චාමර සම්පත් දසනායක විසින් කළ ක්රියාවක් නීති විරෝධී එකක් නොවන බවත්
සඳහන් කර තිබුණා.
නමුත් අදාළ චක්රලේඛය නිකුත් කර තිබුණේ 2016 වසරේ නොවැම්බර් මස 22 වැනිදා වුවද චාමර සම්පත්
දසනායක විසින් අදාළ මුදල් ඉවත් කර ගැනීම සිදුකර තිබුණේ 2016 වසරේ පෙබරවාරි මස 29 වැනිදා බවත්
එම නිලධාරිනිය පෙන්වා දුන්නා.
ඒ අනුව සැකකාර චාමර සම්පත් විසින් අදාළ මුදල් ඉවත් කරගන්නා අවස්ථාව වන විට රනිල් වික්රමසිංහ
සඳහන් කරන ආකාරයේ චක්රලේඛයක් නොතිබූ බවත් එම නිලධාරිනිය පැවසුවා.
මෙම කරුණට අදාළව අල්ලස් කොමිසම හිටපු ජනාධිපති රනිල් වික්රමසිංහ කැඳවා ප්රකාශයක් සටහන් කරගත්
බවත් එහිදී වික්රමසිංහ මහතා අදාළ චක්රලේඛය නිකුත් කළ දින වකවානු පිළිබඳව දැනුවත් වීමකින් තොරව මාධ්ය
වෙත මෙම ප්රකාශය සිදුකර ඇති බවට කරුණු අනාවරණය වූ බවත් එම නිලධාරිනිය සඳහන් කළා.
