Information has been revealed that an amount of 52,935,893.52 rupees was spent on the deed distribution ceremony of the Urumaya National Program implemented during the previous government, based on a concept of former President Ranil Wickremesinghe to provide freehold deeds to people who own licensed land.
The total allocation allocated for these ceremonies is 65,772,483.46 rupees, and the expenditure incurred is 52,935,893.52 rupees.
This expenditure was incurred on ceremonies held to distribute deeds to people in 25 districts. In addition, the deed distribution ceremony held in the Walawa zone of the Mahaweli Authority under the Ministry of Irrigation and at the Mahaweli Stadium in Thambuttegama is also included in this. On February 5, 2024, the first ceremony of the Urumaya National Program was held in Dambulla under the patronage of former President Ranil Wickremesinghe and it was planned to distribute 2 million land deeds under this program.
The main ceremony was held at the Rangiri Dambulla Stadium in Dambulla and the selected deed recipients representing all 25 districts participated in this event. The District Secretariats have spent this amount of Rs. 657 million, 724 thousand and 83 lakhs for the implementation of the program.
Accordingly, the Colombo District Secretariat had allocated an amount of Rs. 62,820 for the first Urumaya program and the entire amount has been spent on the ceremony. Similarly, an amount of Rs. 1,124,925 has been spent on the Kalutara District Secretariat and Rs. 1,059,430 on Kandy.
Rs. 4,518,042 has been spent on Matale, Rs. 2,63,500 on Nuwara Eliya, Rs. 6,020,855 on the first program in Ampara and Rs. 1,594,436 on the second ceremony. Similarly, Rs. 3,055,385 has been allocated for Anuradhapura and Rs. 821,815 for Polonnaruwa. Similarly, Rs. 1,666,5330, Rs. 702,175 and Rs. 77,000 have been allocated for the presentation of land deeds under three ceremonies for the Kurunegala District Secretariat.
Rs. 1,390,197 had been allocated for Puttalam. 898200 and 1001984 have been allocated for two ceremonies for Kegalle district. 2169529, 252901, 42000 have been spent on three land deed distribution ceremonies for Galle district. 1299535 has been spent on Hambantota, 446875 and 581420 on two Badulla ceremonies. 1668924 and 1658478 have been spent on the secretariat for the distribution of deeds on two occasions in Monaragala.
190950, 105000, 1829220 have been spent on three deed distribution ceremonies for the people of Jaffna respectively. For Kilinochchi, provisions of Rs. 978390, Rs. 167290 and Rs. 1473960 have been spent for the main festival and three other festivals.
Similarly, provisions of Rs. 323950 have been spent for the main festival held in Dambulla for the people of Mannar and Rs. 310820 and Rs. 860632 have been spent for two other festivals respectively. For the Mullaitivu District Secretariat, Rs. 1429671, Rs. 85097 and Rs. 1614546 have been spent for three festivals respectively and for Vavuniya, Rs. 187200, Rs. 425355 and Rs. 470930 have been spent for three such festivals.
In addition, 508505 has been spent on the Trincomalee District Secretary, 56480 on the Gampaha District Secretary, and 1308360 on Matara. Festivals have been held on two occasions for Batticaloa and provisions of Rs. 753080 and 1621496 have been spent.
Under the Ministry of Irrigation, 2089000 has been spent on the Urumaya Sinnakara Deed Distribution Ceremony in the Walawa Zone of the Mahaweli Authority and 5443000 rupees have been spent on the deed distribution ceremony held at the Thambuttegama Mahaweli Stadium, financial provisions have been spent for 25 districts.
This information was received from the Presidential Secretariat following an inquiry under the Right to Information Act and this program was implemented according to a 2024 budget proposal. 2 billion rupees was also allocated from the budget for this. It was planned to issue deeds under three main phases and a Heritage Operations Office was established at the Presidential Secretariat for this purpose.

බලපත්‍ර ඉඩම් හිමි ජනතාවට සින්නක්කර ඔප්පු ලබාදීම සඳහා හිටපු ජනාධිපති රනිල් වික්‍රමසිංහ මහතාගේ සංකල්පයක් අනුව පසුගිය රජය සමයේ ක්‍රියාත්මක කළ උරුමය ජාතික වැඩසටහනේ ඔප්පු ප්‍රදානෝත්සව වෙනුවෙන් පමණක් පන් කෝටි විසිනව ලක්ෂ තිස්පන්දාස් අටසිය අනූතුනක (52,935,893.52) මුදලක් වැය කර ඇතැයි තොරතුරු අනාවරණය වේ.
මේ උත්සව වෙනුවෙන් වෙන් කර ඇති සමස්ත ප්‍රතිපාදන හය කෝටි පනස් හත් ලක්ෂ හැත්තෑ දෙදහස් හාරසිය අසූ තුනක් ( 65,772,483.46) වන අතර ඉන් දරන ලද වියදම රුපියල් 52,935,893.52කි.
මේ වියදම දරා ඇත්තේ දිස්ත්‍රික්ක 25ක ජනතාවට ඔප්පු ප්‍රදානය කිරීම සඳහා පැවැති උත්සවවලටය. ඊට අමතරව වාරිමාර්ග අමාත්‍යාංශය යටතේ මහවැලි අධිකාරියේ වලව කලාපයේ සහ තඹුත්තේගම මහවැලි ක්‍රීඩාංගණයේ පැවැති ඔප්පු ප්‍රදානය ද මීට අයත්ය. 2024 වසරේ පෙබරවාරි 5 දා උරුමය ජාතික වැඩසටහනේ පළමු උත්සවය හිටපු ජනාධිපති රනිල් වික්‍රමසිංහ මහතාගේ ප්‍රධානත්වයෙන් දඹුල්ලේදී පැවැති අතර මේ වැඩසටහන යටතේ ඉඩම් ඔප්පු ලක්ෂ 20ක් ප්‍රදානය කිරීමට සැලසුම් කර තිබිණි.
මෙහි ප්‍රධාන උත්සවය දඹුල්ල රංගිරි දඹුලු ක්‍රීඩාංගණයේදී පැවැති අතර දිස්ත්‍රික්ක 25ම නියෝජනය කරමින් තෝරා ගත් ඔප්පුලාභීන් මේ අවස්ථාවට සහභාගි වී සිටියහ. එම වැඩසටහන ක්‍රියාත්මක කිරීම වෙනුවෙන් දිස්ත්‍රික්ක ලේකම් කාර්යාලවලට මේ හය කෝටි පනස් හත් ලක්ෂ හැත්තෑ දෙදහස් හාරසිය අසූ තුනක මුදල වැය කර ඇත.
ඒ අනුව කොළඹ දිස්ත්‍රික් ලේකම් කාර්යාලයට උරුමය පළමු වැඩසටහන සඳහා රුපියල් රුපියල් හැට දෙදහස් අටසිය විස්සක මුදලක් වෙන් කර තිබූ අතර එම සම්පූර්ණ මුදල උත්සවය සඳහා වැය කර තිබේ. එමෙන්ම කළුතර දිස්ත්‍රික් ලේකම් කාර්යාලයට රුපියල් 1,124925ක මුදලක්ද, මහනුවරට 1059430 ද, වැය කර ඇත.
මාතලේට රුපියල් 4518042ක් ද, නුවරඑළියට රුපියල් 263500ක් ද අම්පාරට පළමු වැඩසටහනට රුපියල් 6020855ක් හා දෙවනුව පැවැති උත්සවයට 1594436 ක් වැය කර තිබේ. එමෙන්ම අනුරාධපුරයට රුපියල් 3055385ක් ද, පොලොන්නරුවට 821815ක් ද වෙන් කර ඇත. එමෙන්ම කුරුණෑගල දිස්ත්‍රික් ලේකම් කාර්යාලය සඳහා උත්සව තුනක් යටතේ ඉඩම් ඔප්පු පිරිනැමීමට 16665330, 702175, 77000ක් වෙන් කර තිබේ.
පුත්තලම සඳහා 1390197ක් වෙන් කර තිබිණි. කෑගල්ල දිස්ත්‍රික්කය සඳහා උත්සව දෙකට 898200ක් හා 1001984ක් වෙන් කර ඇත. ගාල්ල දිස්ත්‍රික්කය සඳහා ඉඩම් ඔප්පු ප්‍රදානෝත්සව තුනකට 2169529, 252901, 42000ක මුදලක් වැය කර ඇත. හම්බන්තොට සඳහා 1299535ක්, බදුල්ල උත්සව අවස්ථා දෙකකට 446875ක් හා 581420ක මුදලක් වැය කර ඇත. මොනරාගලද අවස්ථා දෙකකදී ඔප්පු ප්‍රදානය සඳහා ලේකම් කාර්යාලයට 1668924 සහ 1658478ක් වැය කර තිබේ.
යාපනය ජනතාවට ඔප්පු ප්‍රදානය කිරීමේ උත්සව තුනක් සඳහා 190950, 105000, 1829220 මුදලක් පිළිවෙළින් වැය කර තිබේ. කිලිනොච්චිය සඳහා ද ප්‍රධාන උත්සවය ඇතුළුව තවත් උත්සව තුනක් සඳහා රුපියල් 978390, 167290 හා 1473960ක් වශයෙන් ප්‍රතිපාදන වැය කර ඇත.
එමෙන්ම මන්නාරම ජනතාව සඳහා දඹුල්ලේ පැවැති ප්‍රධාන උත්සවයට 323950ක ප්‍රතිපාදන වැය කර ඇති අතර තවත් උත්සව දෙකක් සඳහා පිළිවෙළින් රුපියල් 310820 සහ 860632ක් වැය කර ඇත. මුලතිව් දිස්ත්‍රික් ලේකම්ටද උත්සව අවස්ථා තුනක්ට පිළිවෙළින් රුපියල් 1429671, 85097, 1614546 මුදලක් වැය කර ඇති අතර වව්නියාව සඳහාද එවැනි උත්සව තුනකට 187200, 425355, 470930ක් බැගින් මුදල් වැය කර තිබේ.
මීට අමතරව ත්‍රිකුණාමල දිස්ත්‍රික් ලේකම්ට 508505ක්, ගම්පහ දිස්ත්‍රික් ලේකම්ට 56480ක්, මාතරට 1308360ක් වැය කර ඇත. මඩකලපුව සඳහා අවස්ථා දෙකකදී උත්සව පවත්වා ඇති අතර රුපියල් 753080, 1621496 ලෙස ප්‍රතිපාදන වැය කර තිබේ.
වාරිමාර්ග අමාත්‍යාංශය යටතේ මහවැලි අධිකාරියේ වලව කලාපයේ උරුමය සින්නකර ඔප්පු බෙදා දීමේ උත්සවයට 2089000ක් හා තඹුත්තේගම මහවැලි ක්‍රීඩාංගණයේ පැවැති ඔප්පු ප්‍රදානෝත්සවයට රුපියල් 5443000ක් වශයෙන් දිස්ත්‍රික්ක 25ක් සඳහා මෙසේ මුදල් ප්‍රතිපාදන වැය කර තිබේ.
තොරතුරු දැනගැනීමේ පනත යටතේ ජනාධිපති කාර්යාලයෙන් කළ විමසුමක් මත මේ තොරතුරු ලැබී ඇති අතර මේ වැඩසටහන 2024 අයවැය යෝජනාවක් අනුව ක්‍රියාත්මක කෙරිණි. ඒ සඳහා අයවැයෙන් රුපියල් බිලියන 2ක් ද වෙන් කෙරිණි. ප්‍රධාන අදියර තුනක් යටතේ ඔප්පු ලබාදීමට සැලසුම් කර තිබූ අතර ඒ වෙනුවෙන් ජනාධිපති ලේකම් කාර්යාලයේ උරුමය මෙහෙයුම් කාර්යාලයක් ද ස්ථාපිත කෙරිණි.
