The National New Rice Festival, traditionally held annually to offer the unsown rice from the harvest harvested during the monsoon season to the Jaya Sri Maha Bodhi, was held under the patronage of President Anura Kumara Dissanayake this morning (04) in front of the historic Jaya Sri Maha Bodhi in Anuradhapura.
The Ministry of Agriculture and the Department of Agrarian Services jointly organized the National New Rice Festival for the 58th time under the theme ‘To create a self-sufficient nation, one hand to the farm’, as instructed by the Atamasthanadhipathi Venerable Pallegama Hemarathana Nayaka Thero.
Many farmers from all over the country participated in this ritual, which has been going on since the king’s time, and prayed for ‘May the rains come early – may the fields be fertile’, and wished for the country and the nation to become self-sufficient through agriculture and have a prosperous economy, according to traditional rituals.
President Anura Kumara Dissanayake, who joined the National New Rice Festival, first paid homage to the historic Jaya Sri Maha Bodhi and sought blessings.
The New Rice Festival began as usual with the procession carrying the new rice that arrived from near the Anuradhapura Lion Pillar and paid homage to the sand mound of the Jaya Sri Maha Bodhi.
The Atamasthanadhipathi Venerable Pallegama Hemarathana Nayaka Thero began filling the golden bowl with new rice, followed by rice brought from all provinces.
President Anura Kumara Dissanayake also joined the occasion of filling the golden bowl with rice amidst the chanting of Seth Pirith by the Maha Sangha.
The clean honey bowl for the honey offering traditionally offered to Lord Jaya Sri Maha Bodhi was presented to the President by the tribal Upanayaka Gunabandiyala Atthana.
The ghee bowl brought from the historical Saman Devalaya in Sabaragamuwa for the ghee offering offered to Lord Jaya Sri Maha Bodhi was presented to President Anura Kumara Dissanayake.
The ’58th National New Rice Festival’ commemorative zone was also presented to the President, and President Anura Kumara Dissanayake presented commemorative gifts to farmer leaders who contributed to the development of agriculture in the country.
The President also participated in distributing seed rice to the farmers at the provincial level to obtain a pest-free harvest.
Addressing the ceremony held afterwards, President Anura Kumara Dissanayake stated that the current government is changing an economic plan that has gone astray. The President also stated that the Paddy Marketing Board has been trapped in a debt of Rs. 28 billion by allowing paddy warehouses to be destroyed. He emphasized that the current government has taken on the responsibility of renovating and restoring the dilapidated pile.
The President said that he expects the support of the entire farming community as well as the state machinery related to agriculture in this country, and that he will take steps to regain the heritage of the agricultural economy in order to strengthen the national economy by integrating the country’s cultural core system.
Therefore, the President stated that Rs. 02 billion has been allocated from this year’s budget for the reconstruction of the irrigation system, and that the reconstruction work of the North Central Maha Ela Project has begun to develop the country’s agriculture.
The President further said that the government has also planned to develop seed farms to create a self-sufficient country with seeds while protecting the rights of genes.
The President emphasized that both the farmer and the consumer need a fair price for agricultural products, but since there has been a long-term market distortion, the government will intervene in the next two to three seasons to provide a fair price to the farmer and the consumer.
President Anura Kumara Dissanayake stated that the necessary steps for state intervention have been taken in this year’s budget and that steps have been taken to create capacity facilities to store three hundred thousand metric tons of paddy, and that market distortion can be avoided by taking this process forward.

සාම්ප්රදායිකව වාර්ෂිකව මාස් කන්නයේ නෙළාගත් අස්වැන්නෙහි නොඉඳුල් සහලින් ජය ශ්රී මහා බෝධිය වෙත පිදීමේ ජාතික අලුත් සහල් මංගල්‍යය ජනාධිපති අනුර කුමාර දිසානායකගේ ප්‍රධානත්වයෙන් අද (04) පෙරවරුවේ අනුරාධපුර ඓතිහාසික ජය ශ්රී මහා බෝ සමිඳුන් අභියසදී පැවැත්විණි.
අටමස්ථානාධිපති පූජ්‍ය පල්ලේගම හේමරතන නායක හිමිපාණන් වහන්සේගේ අනුශාසනා පරිදි, ‘අහරින් ස්වයංපෝෂිත දැයක් තනන්නට එක මිටට ගොවි බිමට’ තේමාව යටතේ කෘෂිකර්ම අමාත්‍යාංශය සහ ගොවිජන සේවා දෙපාර්තමේන්තුව එක්ව 58 වැනි වරට මෙවර ජාතික අලුත් සහල් මංගල්‍යය සංවිධානය කර තිබිණි.
රජ සමයේ සිට පැවැත එන මෙම චාරිත්‍රය සදහා රට පුරා ගොවීන් රැසක් එක්ව සිටි අතර ‘කලට වැසි වසිත්වා – කෙත්වතු සාරවත් වේවායි’ ප්‍රාර්ථනා කිරීමත්, කෘෂිකර්මාන්තයෙන් රට ස්වයංපෝෂිත වී සමෘද්ධිමත් ආර්ථීකයක් ඇති වේවායි රටට, ජාතියට සෙත් පැතීමත් සාම්ප්‍රදායික චාරිත්‍ර අනුව මෙහිදී සිදුකෙරිණි.
ජාතික අලුත් සහල් මංගල්‍යයට එක් වූ ජනාධිපති අනුර කුමාර දිසානායක පළමුව ඓතිහාසික ජය ශ්රී මහා බෝ සමිදුන් වැඳ පුදාගෙන ආශිර්වාද ලබාගත්තේය.
අනුරාධපුර සිංහ කණුව අසල සිට පැමිණි අලුත් සහල් රැගත් පෙරහර ජය ශ්රී මහා බෝධීන් වහන්සේගේ වැලි මලුවට ගෙවැදීමත් සමඟ චාරිත්‍රානුකූලව අලුත් සහල් මංගල්‍යයේ කටයුතු ආරම්භ කෙරිණි.
අටමස්ථානාධිපති පූජ්‍ය පල්ලේගම හේමරතන නායක හිමිපාණන් වහන්සේ විසින් අලුත් සහලින් රන් පාත්‍රය පිරවීම ආරම්භ කළ අතර, ඉන් අනතුරුව සියලු පළාත් ආවරණය වන පරිදි රැගෙන ආ සහල්වලින් රන් පාත්‍රය පිරවීම සිදුකෙරිණි.
මහා සංඝරත්නයේ සෙත් පිරිත් සජ්ඣායනා මැද රන් පාත්‍රය සහලින් පිරවීමේ අවස්ථාවට ජනාධිපති අනුර කුමාර දිසානායකද එක්විය.
සාම්ප්රදායිකව ජයශ‍්‍රී මහා බෝ සමිඳුන් වෙත පූජා කෙරෙන මී පැණි පූජාව සඳහා පිරිසිදු මී පැණි බඳුන ආදිවාසී උපනායක ගුණබන්ඩියලා ඇත්තන් විසින් ජනාධිපතිවරයා වෙත පිළිගන්වනු ලැබීය.
ජය ශ්රී මහා බෝ සමිඳුන් වෙත පූජාකෙරෙන ගිතෙල් පූජාව සඳහා සබරගමුව ඓතිහාසික සමන් දේවාලයෙන් රැගෙන ආ ගිතෙල් බඳුන ජනාධිපති අනුර කුමාර දිසානායක වෙත පිළිගැන්විණි.
’58 වන ජාතික අලුත් සහල් මංගල්‍යය’ සමරු කලාපයද මෙහිදී ජනාධිපතිවරයා වෙත පිළිගැන්වුණු අතර මෙරට කෘෂිකර්මාන්තයේ දියුණුව වෙනුවෙන් දායකත්වය සැපයූ ගොවි නායකයින් වෙත සමරු තිළිණ පිළිගැන්වීමද ජනාධිපති අනුර කුමාර දිසානායක අතින් සිදුවිය.
වසවිසෙන් තොර අස්වැන්නක් ලබාගැනීම වෙනුවෙන් පළාත් මට්ටමින්‌ ගොවි ජනතාව වෙත බිත්තර වී බෙදාදීමටද මෙහිදී ජනාධිපතිවරයා එක්විය.
අනතුරුව පැවැති උත්සව සභාව ඇමතු ජනාධිපති අනුර කුමාර දිසානායක සඳහන් කළේ, වත්මන් රජය විසින් වෙනස් කරමින් සිටින්නේ ඉබාගාතේ ගිය ආර්ථික සැලැස්මක් බවයි. වී ගබඩා විනාශවීමට ඉඩ හැර, වී අලෙවි මණ්ඩලය රුපියල් කෝටි 2800ක ණය බරක සිර කර තිබෙන බවද සඳහන් කළ ජනාධිපතිවරයා එම සුන් බුන් ගොඩ නැවත ප්‍රතිසංස්කරණය කර ප්‍රතිෂ්ඨාපනය කිරීමේ වගකීම වත්මන් රජය භාරගෙන තිබෙන බවද අවධාරණය කළේය.
එහිදී මෙරට කෘෂිකර්මාන්තයට අදාළ රාජ්‍ය යාන්ත්‍රණයේ සේම සමස්ත ගොවි ජනතාවගේ සහාය අපේක්ෂා කරන බවත්, මෙරට සංස්කෘතික හර පද්ධතියද ඒකාබද්ධ කර ගනිමින් කෘෂි ආර්ථිකයේ උරුමය ජාතික ආර්ථිකය ශක්තිමත් කර ගැනීම වෙනුවෙන් යළි අත්පත් කර ගැනීමට කටයුතු කරන බවත් ජනාධිපතිවරයා පැවැසීය.
එබැවින් වාරිමාර්ග පද්ධතිය නැවත ප්‍රතිසංස්කරණය වෙනුවෙන් මෙවර අයවැයෙන් රුපියල් බිලියන 02ක් වෙන් කළ බවත්, මෙරට කෘෂිකර්මාන්තය නගාසිටුවීම වෙනුවෙන් උතුරුමැද මහඇල ව්‍යාපෘතියේ ප්‍රතිසංස්කරණ කටයුතු ආරම්භ කර ඇති බවත් ජනාධිපතිවරයා සදහන් කළේය.
ජානවල අයිතිය ආරක්ෂා කරමින් බීජවලින් ස්වංපෝෂිත රටක් බිහිකිරීම සඳහා බීජ ගොවිපොළවල් සංවර්ධනය කිරීමටද රජය සැලසුම් කර තිබෙන බවද ජනාධිපතිවරයා වැඩිදුරටත් පැවසීය.
කෘෂි නිෂ්පාදන සඳහා ගොවියාට මෙන්ම පාරිභෝගිකයාටද සාධාරණ මිලක් අවශ්‍ය බවත්, නමුත් දිගුකාලීනව වෙළඳපළ විකෘතිතාවයක් ඇතිව තිබෙන නිසා ඉදිරි කන්න දෙක, තුන තුළ රාජ්‍ය මැදිහත්වීමක් සිදුකර ගොවියාට මෙන්ම පාරිභෝගිකයාටද සාධාරණ මිලක් ලබාදීමට කටයුතු කරන බවද ජනාධිපතිවරයා මෙහිදී අවධාරණය කළේය.
ඒ සඳහා රාජ්‍ය මැදිහත්වීමක් සිදු කිරීමට අවශ්‍ය පියවර මෙවර අයවැය මගින් සිදු කර ඇති බවත් වී මෙට්‍රික් ටොන් ලක්ෂ තුනක් ගබඩා කිරීම සඳහා ධාරිතා පහසුකම් ඇති කිරීමට පියවර ගෙන ඇති බවත්, මෙම ක්‍රියාවලිය ඉදිරියට ගෙනයාම තුළින් වෙළඳපොළ විකෘතිතාවය මගහරවාගත හැකි බවත් ජනාධිපති අනුර කුමාර දිසානායක සඳහන් කළේය
