India’s Adani Group is not ready to compromise on the tariff rate and other parameters initially agreed upon by Sri Lanka if it wants to implement the 484 MW Mannar wind and transmission project, the Daily Mirror reports.

Adani Green Energy SL Ltd informed Sri Lanka’s Energy Ministry of its position on the matter after the company was told by local authorities, including President Anura Kumara Dissanayake, that the previously agreed price of 8.26 US cents was too high.

The company later withdrew from the previously proposed wind power project.

However, the Adani Group reiterated that it is always ready to take up any development opportunity if the Sri Lankan government ever wishes to start the project.

Citing a source familiar with the matter, the Daily Mirror reported that Adani has been selected to implement the wind and transmission projects after following the due process for the project.

The Cabinet-appointed Management Committee on Investment had approved the project under the then Investment Acceleration Initiative.

Following the cabinet approval during the previous government, five government agencies and Adani Green Energy SL Ltd have entered into MoUs.

The project is also part of Sri Lanka’s Long-Term Generation Expansion Plan 2023-2042 approved by the Public Utilities Commission of Sri Lanka.

The tariffs have been decided after considering multiple factors such as capital cost, fundraising costs, power purchase agreement and operation and maintenance costs.

The validity period of the power purchase agreement in Sri Lanka is 20 years, while in India it is 25 years.

International rating agency Moody’s has assigned Sri Lanka a “Caa1” credit rating.

This credit rating category indicates a very high level of risk associated with any lending or investment in a country.

According to industry experts, if Adani’s wind power project, which is expected to cost 8.26 US cents per kilowatt-hour, is achieved, it will significantly reduce the country’s current oil and coal-based generation.

This price difference will enable Sri Lanka to reduce its annual electricity generation costs by approximately US$80 million.

Sri Lanka spends about US$300 million annually on imported oil and coal for electricity.

Including Adani’s wind project could save more than US$200 million in annual foreign exchange inflows, greatly enhancing energy security and economic stability.
