The Health Ministry is planning to review the legal obligations of medical specialists who go abroad for compulsory overseas training with government sponsorship but fail to return to Sri Lanka after the training is completed, Sunday Morning reports.
The decision is said to be in response to the increasing number of medical officers who have decided to remain abroad after receiving training on government funds without informing the Health Ministry or repaying the money spent on their training.
The ministry aims to strengthen law enforcement and ensure accountability for those who benefit from public funds without fulfilling their responsibilities to the country.
According to the Postgraduate Institute of Medicine, University of Colombo, after successfully completing the Postgraduate Medical Examination, postgraduate trainees must complete a compulsory overseas training period at a recognized institution to qualify for the Board Certificate.
The Postgraduate Institute of Medicine is the premier institution responsible for postgraduate medical education and board certification of medical specialists in Sri Lanka.
There is a minimum duration of this training, and it is the responsibility of the trainee to obtain the necessary leave and, if necessary, funding from their employer.
According to the Postgraduate Institute of Medicine, foreign institutions offer three types of training schemes for postgraduate trainees:

මෙම තීරණය ගෙන ඇත්තේ, සෞඛ්ය අමාත්යාංශයට නොදන්වා හෝ තම පුහුණුව සඳහා වැයකරන ලද මුදල් ආපසු නොගෙවා, රජයේ ප්රතිපාදන මත පුහුණුව ලබා විදේශගතව සිටීමට තීරණය කර ඇති වෛද්ය නිලධාරීන් සංඛ්යාව වැඩිවීමට ප්රතිචාරයක් ලෙස බව පැවසේ.
රට කෙරෙහි තම වගකීම් ඉටුනොකර මහජන අරමුදල්වලින් ප්රතිලාභ ලබන අය සඳහා නීති බලාත්මක කිරීම දැඩි කිරීම සහ වගවීම සහතික කිරීම අමාත්යාංශයේ අරමුණ වී තිබේ.
කොළඹ විශ්ව විද්යාලයේ වෛද්ය පශ්චාත් උපාධි ආයතනයට අනුව, පශ්චාත් වෛද්ය විභාගය සාර්ථකව නිමකිරීමෙන් පසු, පශ්චාත් උපාධි අභ්යාසලාභීන් මණ්ඩල සහතිකය සඳහා සුදුසුකම් ලැබීමට පිළිගත් ආයතනයක අනිවාර්ය විදේශ පුහුණු කාලයක් සම්පූර්ණ කළ යුතුව ඇත.
වෛද්ය පශ්චාත් උපාධි ආයතනය, පශ්චාත් උපාධි වෛද්ය අධ්යාපනය සහ ශ්රී ලංකාවේ වෛද්ය විශේෂඥයන්ගේ මණ්ඩල සහතිකය සඳහා වගකිව යුතු ප්රමුඛතම ආයතනය ලෙස කටයුතු කරයි.
මෙම පුහුණුවේ අවම කාලසීමාවක් ඇති අතර, අවශ්ය නිවාඩු සහ අවශ්ය නම් තම සේවායෝජකයාගෙන් අරමුදල් ලබාගැනීම පුහුණුකරුගේ වගකීම වේ.
වෛද්ය පශ්චාත් උපාධි ආයතනයට අනුව, විදේශ ආයතන පශ්චාත් උපාධි අභ්යාසලාභීන් සඳහා පුහුණු යෝජනා ක්රම වර්ග තුනක් ඉදිරිපත් කරයි
