The newly appointed head of the Excise Department, U.L. Udaya Kumara Perera, yesterday instructed his officers to take action in the new year to ‘raise the little ones’ and crack down on large-scale illegal liquor and drug trafficking that have a real impact on society.
U.L. Udaya Kumara Perera says he will scrap the traditional target-based performance appraisal system that assigns excise officers a number of cases to be presented in court annually and give them a target of ‘going after the big fish’ that violates the law.
The Excise Department has six special units, including five Special Operations Bureau units and the Narcotics Division, and officers have been given a target of completing 250 to 300 court cases annually to meet their performance evaluations.
“In this way, some officers go after people with two or three bottles of liquor or a few ounces of cannabis and get a court case and add it to their annual target. Therefore, there is no real impact on society in enforcing the law. Therefore, I have instructed them to go after the sharks only from the beginning of the New Year, especially to bring about a significant reduction in the illegal liquor industry. From now on, the performance of officers will be evaluated on the impactful major cases they crack and not just on the number of court cases they file,” says the Excise Commissioner General.
“Previously, officers who received intelligence information for major raids were paid an additional 25% of their monthly salary as an incentive. This will be revised in 2025 to benefit everyone in that unit or group to receive significant benefits, such as the reward schemes followed by Sri Lanka Customs,” he added.

සුරාබදු නිලධාරීන්ට වාර්ෂිකව උසාවි ඉදිරිපත් කිරීමට නියමිත නඩු සංඛ්යාවක් ලබා දෙන සාම්ප්රදායික ඉලක්කය පාදක කාර්ය සාධන ඇගයීම් ක්රමය අවලංගු කර, නීතිය කඩ කරන ‘ලොකු මාළු පසුපස යන’ ඉලක්කය ලබාදීමට තමන් කටයුතු කරන බව යූ.එල්. උදය කුමාර පෙරේරා පවසයි.
සුරාබදු දෙපාර්තමේන්තුව තුළ විශේෂ ඒකක හයක් ඇති අතර, විශේෂ මෙහෙයුම් කාර්යාංශය ඒකක පහක් සහ මත්ද්රව්ය නාශක අංශය ඇතුළුව, නිලධාරීන්ට ඔවුන්ගේ කාර්ය සාධන ඇගයීම් සපුරාලීම සඳහා වාර්ෂිකව අධිකරණ නඩු 250 සිට 300 දක්වා ප්රමාණයක් අවසන් කිරීමට ඉලක්කයක් ලබා දී ඇත.
“මේ ආකාරයට ඇතැම් නිලධාරීන් කසිප්පු බෝතල් දෙක තුනක් හෝ ගංජා අවුන්ස කිහිපයක් ඇති පුද්ගලයන් පසුපස ගොස් උසාවි නඩුවක් ලබාගෙන තම වාර්ෂික ඉලක්කයට එකතු කරනවා . ඒ නිසා නීතිය ක්රියාත්මක කිරීමේදී සමාජයට සැබෑ බලපෑමක් සිදු වෙන්නේ නැහැ. ඒ නිසා විශේෂයෙන්ම නීතිවිරෝධී මත්පැන් කර්මාන්තයේ කැපී පෙනෙන අඩුවක් ගෙන ඒමට අලුත් අවුරුද්ද ආරම්භයේ සිට මෝරුන් සොයා පමණක් යන ලෙස මම ඔවුන්ට උපදෙස් දී තිබෙනවා. මෙතැන් සිට නිලධාරීන්ගේ කාර්ය සාධනය ඇගයීමට ලක්වන්නේ ඔවුන් විසින් කඩාකප්පල් කරන බලපෑම් සහගත ප්රධාන නඩු මත මිස ඔවුන් ඉදිරිපත් කරන අධිකරණ නඩු සංඛ්යාව මත පමණක් නෙවෙයි , ”යනුවෙන් සුරාබදු කොමසාරිස් ජනරාල්වරයා පවසයි.
“මීට පෙර, ප්රධාන වැටලීම් සඳහා බුද්ධි තොරතුරු ලැබෙන නිලධාරීන් දිරිගැන්වීමක් ලෙස ඔවුන්ගේ මාසික වැටුපට 25%ක අමතර දීමනාවක් ගෙව්වා. ශ්රී ලංකා රේගුව විසින් අනුගමනය කරනු ලබන ත්යාග යෝජනා ක්රම වැනි කැපී පෙනෙන ප්රතිලාභ ලබා ගැනීම සඳහා එම ඒකකයේ හෝ කණ්ඩායමේ සියලු දෙනාටම ප්රතිලාභ සැලසෙන පරිදි 2025 දී මෙය සංශෝධනය කරනවා.”යැයි ද ඔහු සඳහන් කරයි
