The U.S. Embassy in Colombo, in collaboration with the Sri Lanka Disaster Management Center, hosted a three-day regional workshop from December 3-5 to enhance preparedness for chemical, biological, radiological and nuclear (CBRN) emergencies. The event brought together 40 participants from Sri Lanka, the Maldives, Bangladesh, India and the United States to focus on saving lives, protecting the environment and minimizing damage during emergencies.
The sub-regional CBRN response and support workshop, “SR2 Sri Lanka”, emphasized the cooperation and coordination needed during emergencies. Experts from the fields of security, safety, health, environmental protection, disaster management, and international affairs shared their experiences and participated in a practical exercise simulating regional CBRN emergency responses.
Roy Barron, Bureau of International Security and Nonproliferation, U.S. Department of State: “In times of acute crisis, regional cooperation and timely information sharing are critical to an effective and rapid response. We must be prepared for every eventuality – including ensuring that we can respond to any CBRN incident in the region – to save the lives of our people, sustain our economies, and protect our way of life.”
Director General of the Sri Lanka Disaster Management Center, Major General H.M.U. Herath (Retd) emphasized both the relevance of CBRN risk and Sri Lanka’s commitment to preparedness,
“Sri Lanka’s various manufacturing industries and medical institutions use various chemical, biological, radiological, nuclear and explosive (CBRNE) agents and related incidents can be not only terrorist acts but also technological accidents caused by natural hazards. The Disaster Management Center, with the approval of the Ministry of Defense, has initiated a joint program to mitigate the disaster risks of CBRNE and has established a national level platform with relevant stakeholder institutions and analytical techniques to identify the existing advantages, disadvantages, growth opportunities and threats.”
The workshop emphasized the need to invest in CBRN preparedness, the importance of ongoing exercises to respond to a major crisis, and the value of working with regional partners. Participants were also encouraged to explore areas of potential for future regional cooperation based on the response capabilities and vulnerabilities of participating nations.
This workshop is part of a series of programs led by the Office on Terrorism Using Weapons of Mass Destruction, a division of the U.S. Department of State’s Bureau of International Security and Nonproliferation, designed to enhance international cooperation against the increasing use and protection of CBRN weapons globally.

කොළඹ එක්සත් ජනපද තානාපති කාර්යාලය, ශ්රී ලංකාවේ ආපදා කළමනාකරණ මධ්යස්ථානය සමඟ සහයෝගයෙන්, රසායනික, ජීව විද්යාත්මක, විකිරණ සහ න්යෂ්ටික (CBRN) ආපදා තත්වයන් සඳහා වන සූදානම වැඩි දියුණු කිරීම සඳහා දෙසැම්බර් 3 වැනිදා සිට -5 වැනිදා දක්වා තෙදින කලාපීය වැඩමුළුවක් පවත්වන ලදී. මෙම අවස්ථාවට ශ්රී ලංකාව, මාලදිවයින, බංග්ලාදේශය, ඉන්දියාව සහ එක්සත් ජනපදය යන රටවලින් සහභාගී වූවන් 40 දෙනෙකු එක්ව ජීවිත බේරා ගැනීම, පරිසරය ආරක්ෂා කිරීම සහ හදිසි ආපදා අවස්ථා වලදී සිදුවන හානි අවම කිරීම කෙරෙහි අවධානය යොමු කරන ලදී.
උප කලාපීය CBRN ප්රතිචාර සහ සහායක වැඩමුළුව වන ,”SR2 ශ්රී ලංකා”, හදිසි ආපදා අවස්ථා වලදී අවශ්ය වන සහයෝගීතාවය සහ සම්බන්ධීකරණය සිදුකිරීම සම්බන්ධව අවධාරණය කරන ලදී. සුරක්ෂිතභාවය, ආරක්ෂාව, සෞඛ්ය, පාරිසරික ආරක්ෂාව, ආපදා කළමනාකරණය සහ ජාත්යන්තර කටයුතු අංශවල විශේෂඥයන් සිය අත්දැකීම් බෙදාගත් අතර කලාපීය CBRN හදිසි ප්රතිචාරයන් අනුකරණය කරමින් ප්රායෝගික අභ්යාසයකට සහභාගි වූහ.
එක්සත් ජනපද රාජ්ය දෙපාර්තමේන්තුවේ ජාත්යන්තර ආරක්ෂක හා න්යෂ්ටික අවි ව්යාප්තිය වැළක්වීමේ කාර්යාංශයේ රෝයි බැරන් මහතා: “දැඩි අර්බුදකාරී කාලවලදී, කලාපීය සහයෝගීතාවය සහ කාලෝචිත තොරතුරු බෙදාගැනීම ඵලදායී හා වේගවත් ප්රතිචාරයක් සඳහා ඉතා වැදගත් වේ. කලාපයේ ඇතිවන ඕනෑම CBRN සිදුවීමකට ප්රතිචාර දැක්විය හැකි බව සහතික කිරීම ඇතුළුව – අපගේ ජනතාවගේ ජීවිත සුරැකීමට, අපගේ ආර්ථිකයන් පවත්වා ගැනීමට සහ අපගේ ජීවන රටාව ආරක්ෂා කිරීමට අපි සෑම අවස්ථාවක් සඳහාම සූදානම් විය යුතුය.” යනුවෙන් ප්රකාශ කළේ ය.
ශ්රී ලංකා ආපදා කළමනාකරණ මධ්යස්ථානයේ අධ්යක්ෂ ජනරාල්,මේජර් ජෙනරාල් එච්.එම්.යූ. හේරත් (විශ්රාමික) මහතා CBRN අවදානමේ අදාළත්වය සහ ඒ සඳහා සුදානම් වීම පිළිබඳව ශ්රී ලංකාවේ ඇති කැපවීම යන කරුණු දෙකම අවධාරණය කරමින්,
“ශ්රී ලංකාවේ විවිධ නිෂ්පාදන කර්මාන්තවල සහ වෛද්ය ආයතනවල විවිධ රසායනික, ජීව විද්යාත්මක, විකිරණශීලී, න්යෂ්ටික සහ පුපුරණ ද්රව්ය කාරක (CBRNE) භාවිතා කරන අතර ඒ ආශ්රිත සිදුවීම් ත්රස්තවාදී ක්රියා පමණක් නොව ස්වාභාවික උපද්රව මගින් හටගන්නා තාක්ෂණික අනතුරු විය හැකිය. ආපදා කළමනාකරණ මධ්යස්ථානය ආරක්ෂක අමාත්යාංශයේ අනුමැතිය ඇතිව CBRNE හි ආපදා අවදානම් අවම කිරීම සඳහා ඒකාබද්ධ වැඩසටහනක් ආරම්භ කර ඇති අතර එහි පවතින වාසි අවාසි,ඒ සඳහා ඇති වර්ධන අවස්ථා සහ තර්ජන හඳුනාගැනීම සඳහා අදාළ පාර්ශවකරුවන්ගේ ආයතන සහ විශ්ලේෂණ ශිල්පීය ක්රම සමඟ ජාතික මට්ටමේ වේදිකාවක් ස්ථාපිත කර ඇත.” යනුවෙන් පැවසුවේය.
CBRN ආපදා තත්වයන්ට සුදානම් වන ආකාරය සඳහා වන ආයෝජනය කිරීමේ අවශ්යතාවය,බරපතළ අර්බුදයකට ප්රතිචාර දැක්වීම සඳහා වන අඛණ්ඩ අභ්යාසවල වැදගත්කම සහ කලාපීය හවුල්කරුවන් සමඟ එක්ව වැඩ කිරීමේ වටිනාකම, මෙම වැඩමුළුවේදී අවධාරණය කෙරිණි. සහභාගී වන ජාතීන්ගේ ප්රතිචාර හැකියාවන් සහ දුර්වලතා මත පදනම්ව අනාගත කලාපීය සහයෝගීතාව සඳහා විභවතාවක් දක්වන ක්ෂේත්ර ගවේෂණය කිරීමට ද සහභාගිවන්නන් දිරිමත් කරන ලදී.
මෙම වැඩමුළුව එක්සත් ජනපද රාජ්ය දෙපාර්තමේන්තුවේ ජාත්යන්තර ආරක්ෂක හා න්යෂ්ටික අවි ව්යාප්තිය වැළක්වීමේ කාර්යාංශයේ පිහිටුවා ඇති සමූල ඝාතක අවි භාවිතයෙන් සිදුවන ත්රස්තවාදය සම්බන්ධ කාර්යාලය විසින් මෙහෙයවනු ලබන වැඩසටහන් මාලාවක කොටසක් වන අතර ගෝලීයව වැඩි වශයෙන් සිදුවන CBRN අවි භාවිතය සහ ආරක්ෂා කිරීමට එරෙහිව ජාත්යන්තර සහයෝගීතාව වැඩි දියුණු කිරීමට සැලසුම් කර ඇත.
