They are being questioned in front of the judges-Attorney General’s Department-CID-Bribery Commission officials!
President Anura Kumara Dissanayake stated that no matter how many laws are made and how many institutions are built, justice will not be served to the citizen if the people who are responsible for them are not properly implemented.
The President also pointed out that if the power generated by the people is not used to serve justice to the people, that power will be of no use.
President Anura Kumara Dissanayake expressed these views at the ceremony held at the Bandaranaike Memorial International Conference Hall on the occasion of the “National Celebration of International Anti-Corruption Day 2024”.
The President said that even though there are enough laws and institutions in Sri Lanka to prevent bribery and corruption, one should examine one’s conscience to see whether those laws have been used to prevent bribery or corruption.
Corruption and bribery have become a social tragedy and the President questioned why the International Anti-Corruption Day is being celebrated since Sri Lanka, which was ranked 79th in the 2013 international index, has risen to 115th place by 2023.
President Anura Kumara Dissanayake pointed out that corruption and fraud have increased year after year and if it cannot be minimized next year, there is no value in holding the International Day celebrations.
In 2021, the Bribery and Corruption Commission filed 69 cases and withdrew 40 cases. In 2022, the Bribery and Corruption Commission filed 89 cases and withdrew 45 cases.
President Anura Kumara Dissanayake stated that the reasons for the withdrawal of these cases should be made public and the reasons why investigating officers did not appear as witnesses in cases should be disclosed to the public.
In one year, two constables, a Grama Niladhari and a clerk have been convicted of bribery and corruption by the Bribery and Corruption Commission, and the President pointed out that there is a belief among the people that the law in Sri Lanka has been implemented like a spider’s web, saying that small animals get caught in the net and big animals break the spider’s web.
The President pointed out that if we are to rebuild our country, we need to restore the state system itself, and said that it is impossible to create a healthy state without doing so.
The President pointed out that since the people’s trust in the individuals and institutions that enforce the law has been broken, delaying the delivery of justice is not the delivery of justice.
Therefore, everyone should work with dedication to make Sri Lanka a state with the least bribery and corruption, and that this will enable us to give value to the expectations of the citizen, the President further said.
The United Nations International Development Program (UNDP) has already trained more than 1,000 government officials as conscientious officers through the JURE project. President Anura Kumara Dissanayake granted appointments to 15 of those officials.

Iddawela, Supreme Court Judge President’s Counsel Yasantha Kodagoda, foreign ambassadors and a group of officials of the Commission to Investigate Allegations of Bribery or Corruption were also present at this event.

ශ්රී ලංකාවේ අල්ලස හා දූෂණය වැළැක්වීම සම්බන්ධයෙන් අවශ්ය තරම් නීති සහ ආයතන පැවතුණත් එම නීතිය භාවිත කර අල්ලස් හෝ දූෂණය වළක්වාලීමට කටයුතු කර තිබෙන බව තමන්ගේ හෘද සාක්ෂියෙන් විමසීමක් කළ යුතු බවද ජනාධිපතිවරයා කියා සිටියේය.
දූෂණය සහ අල්ලස සමාජ ඛේදවාචකයක් බවට පත්ව තිබෙන අතර 2013 ජාත්යන්තර දර්ශක අනුව 79 වන ස්ථානයේ පැවති ශ්රී ලංකාව 2023 වසර වන විට 115වන ස්ථානයට පැමිණීම නිසා ජාත්යන්තර දූෂණ විරෝධී දින සැමරීම සිදු කරනු ලබන්නේ මන්දැයි ජනාධිපතිවරයා මෙහිදී ප්රශ්න කළේය.
වසරෙන් වසර දූෂණය සහ වංචාව වැඩිවීමක් සිදුව ඇති බවත් එය ලබන වසරේදී අවම කර ගැනීමට නොහැකි නම් ජාත්යන්තර දින සැමරුම් පැවැත්වීමේ වටිනාකමක් නොමැති බවද ජනාධිපති අනුර කුමාර දිසානායක මහතා පෙන්වා දුන්නේය.
2021 වසරේදී අල්ලස් දූෂණ කොමිෂන් සභාව නඩු 69ක් පවරා ඇති අතර නඩු 40ක් ඉල්ලා අස් කර ගෙන තිබේ. 2022 වසරේදී නඩු 89ක් පවරාඇති අල්ලස් හා දූෂණ කමිෂන් සභාව නඩු 45 ක් ඉල්ලා අස්කරගෙන ඇත.
මෙම නඩු ඉල්ලා අස්කර ගැනීමට හේතු ජනතාවට කිව යුතු බවත් විමර්ශන නිලධාරීන් නඩුවලදී සාක්ෂිකරුවන් නොවීමට හේතු ජනතාවට අනාවරණය කළ යුතු බවත් ජනාධිපති අනුර කුමාර දිසානායක මහතා ප්රකාශ කළේය.
එක් වසරකදී අල්ලස් හා දූෂණ වරදකරුවන් ලෙස කොස්තාපල්වරු දෙදෙනෙක්, ග්රාම නිලධාරීවරයෙක් සහ ලිපිකරුවෙක් අල්ලස් හෝ දූෂණ කමිසම් සභාව විසින් වරදකරුවන් කරනු ලැබ ඇති අතර ශ්රී ලංකාවේ නීතිය මකුළු දැලක් ලෙස ක්රියාත්මක වී ඇති බව ජනතාව අතර විශ්වාසයක් පවතින බව පෙන්වා දුන් ජනාධිපතිවරයා පොඩි සතුන් එම දැලට හසුවන බවත් ලොකු සතුන් මකුළුදැල බිඳගෙන යන බවත් කියා සිටියේය.
යළි අපේ රට ගොඩනගනවා නම් රාජ්ය පද්ධතියම යළි ප්රතිෂ්ඨාපනය කිරීමට අවශ්ය බව පෙන්වා දුන් ජනාධිපතිවරයා එසේ නොකර සුවපත් රාජ්යයක් ඇති කිරීමට නොහැකි බවද කියා සිටියේය.
නීතිය ක්රියාත්මක කරන පුද්ගල සහ ආයතන පිළිබඳ ජනතාවගේ විශ්වාසය බිඳ වැටී ඇති නිසා යුක්තිය ඉටු කිරීම ප්රමාද කිරීමද යුක්තිය ඉටු කිරීමක් නොවන බවද ජනාධිපතිවරයා පෙන්වා දුන්නේය.
එම නිසා ශ්රී ලංකාව අල්ලස දූෂණය අවම රාජ්යයක් බවට පත් කිරීමට සියලු දෙනා කැපවීමෙන් කටයුතු කළ යුතු බවද පුරවැසියාගේ බලාපොරොත්තුවලට වටිනාකමක් ලබා දීම එමඟින් හැකිවනු ඇති බවද ජනාධිපතිවරයා වැඩිදුරටත් කියා සිටියේය.
එක්සත් ජාතීන්ගේ ජාත්යන්තර සංවර්ධන වැඩසටහන (UNDP) මගින් ජුරේ (JURE) ව්යාපෘතිය හරහා දැනටමත් සුපිළිපන්න නිළධාරීන් වශයෙන් රජයේ නිළධාරින් 1000කට අධික පිරිසක් පුහුණු කර ඇත. එම නිලධාරීන් ගෙන් 15 දෙනෙකු සදහා පත්වීම් ප්රදානය ජනාධිපති අනුර කුමාර දිසානායක මහතා අතින් සිදු කෙරිණි .
