The Excise Department has reported an increase of 104%, or 98 billion, from its target of 242 billion rupees for 2025, as of May 31 this year, the department said.
It was expected to earn 240 billion rupees from liquor and 2 billion from beedis through this target, and it has been revealed that the revenue was 88 billion rupees as of May 31 last year.
Officials said that the main reason for this was the increase in revenue for the government due to the withdrawal of many people from the illegal liquor industry with the coming to power of the new government, and that such raids are currently ongoing.
In this regard, this matter was revealed by the officials of the Excise Department at the meeting of the Committee on Ways and Means held in Parliament on June 6, 2025, which was chaired by the Deputy Minister of Finance, Dr. Harshana Suriyapperuma.
The officials also stated that the QR code sticker system that has been initiated to identify counterfeit liquor is being implemented successfully.
They also say that no counterfeit sticker has been found so far under this system, which was introduced in late 2024.
Currently, only officials can check the QR code.
However, the Minister points out the need to open it to the general public in the future.
In addition, the Minister also emphasized the need to check the presence of counterfeit liquor bottles in supermarkets, hotels and outlets through sudden raids.
Since the increase in alcohol prices is leading to an increase in the consumption of illegal alcohol, attention was also focused on the possibility of producing quality alcohol at a reasonable price as a solution.

2025 වසර සඳහා සුරාබදු දෙපාර්තමේන්තුවට ඉලක්ක කර තිබූ රුපියල් බිලියන 242ක ආදායමෙන්, මේ වසරේ මැයි 31 වන දිනට 104%ක ප්රමාණයක්, එනම් බිලියන 98ක ආදායමක් වැඩිවී ඇති බව එම දෙපාර්තමේන්තුව සඳහන් කරනවා.
මෙම ඉලක්කය තුළින් රුපියල් බිලියන 240ක් මත්පැන්වලින්ද, බිලියන 2ක් බීඩිවලින්ද උපයා ගැනීමට අපේක්ෂා කර ඇති අතර, පසුගිය වසරේ මැයි 31 වන විට එම ආදායම බිලියන 88ක් බවත් අනාවරණය වී තිබෙනවා.
නව ආණ්ඩුව බලයට පැමිණීමත් සමඟ නීති විරෝධි මත්පැන් කර්මාන්තවලින් බොහෝ පිරිසක් ඉවත් වීම නිසා රජයට ආදායම් එකතුවීම මෙයට ප්රධාන හේතුවක් වූ බවත් මේ වන විටත් අඛණ්ඩව එම වැටලීම් සිදුකරමින් පවතින බවත් නිලධාරීන් සඳහන් කළා.
මේ සම්බන්ධයෙන් 2025 ජූනි 6 වැනිදා පාර්ලිමේන්තුවේ පැවති ක්රම සහ විධි පිළිබඳ කාරක සභා රැස්වීමේදී සුරාබදු දෙපාර්තමේන්තුවේ නිලධාරීන් විසින් මෙම කරුණූ අනාවරණය වූ අතර එම රැස්වීම නියෝජ්ය මුදල් අමාත්ය ආචාර්ය හර්ෂණ සූරියප්පෙරුම මහතාගේ සභාපතිත්වයෙන් පැවැත්වුණා.
ව්යාජ මත්පැන් හඳුනා ගැනීම සඳහා ආරම්භ කර ඇති QR කේතය සහිත ස්ටිකර ක්රමය සාර්ථක ලෙස ක්රියාත්මක වන බවද නිලධාරීන් සඳහන් කළා.
2024 අග භාගයේදී හඳුන්වාදුන් මෙම ක්රමය අනුව, මේ දක්වා කිසිඳු ව්යාජ ස්ටිකරයක් හමු වී නැති බවද ඔවුන් පවසනවා.
දැනට QR කේතය පරීක්ෂා කළ හැක්කේ නිලධාරීන්ට පමණයි.
නමුත් ඉදිරියේදී සාමාන්ය ජනතාවටද එය විවෘත කිරීමේ අවශ්යතාවය අමාත්යවරයා පෙන්වාදෙනවා.
ඊට අමතරව, සුපිරි වෙළඳසැල්, හෝටල් සහ අලෙවිසැල්වල මත්පැන් බෝතල් අතර ව්යාජ ඒවා තිබේද යන්න හදිසි වැටලීම් මගින් පරීක්ෂා කිරීමේ අවශ්යතාවය ද අමාත්යවරයා විසින් නිලධාරින්ට අවධාරණය කළා.
මත්පැන් මිල ඉහළයාම නිසා නීති වීරෝධි මත්පැන් පරිභෝජනය වැඩිවීම සිදුවන බැවින් ඊට විසදුමක් ලෙස ගුණාත්මක බවින් යුතු මත්පැන් සාධාරණ මිලකට නිෂ්පාදනය කිරීමට ඇති හැකියාව පිළිබඳව ද මෙහිදී අවධානය යොමු වුණා.
