The government has decided to increase the maximum limit of disaster loans provided to public servants from Rs. 250,000 to Rs. 400,000.
The Ministry of Public Administration, Provincial Councils and Local Government has informed about this through a new circular No. 12/2025 sent to the Provincial Chief Secretaries and Heads of Departments on May 09, 2025.
The reason for taking this new decision is the increase in the minimum basic salary of public servants through the 2025 budget proposals. Accordingly, the provisions for providing disaster loans under Section 10 of Chapter XXIV of the Establishments Code have been amended.
According to the circular, in determining the amount of loan due to an officer, the basic salary mentioned in Schedule II of Public Administration Circular 10/2025 dated 25.03.2025 should be applied as the salary of the officer. Accordingly, the maximum loan amount that an officer can pay is the lower of his/her ten months basic salary or Rs. 400,000.
Furthermore, when calculating the limit of 40% of the salary considered by an officer when obtaining a loan or advance, the basic salary mentioned in the said circular should be applied as the salary of the officer. Similarly, the basic salary should be used as the basis for recovering the loan amount given.
The final part of the circular recommends that appropriate priority should be prepared by each institution so that the existing maximum limits are not exceeded and that loans can be granted during the year.
Prior to the issuance of this circular, Subsection 04.4 of Public Administration Circular 30/2008 dated 31.12.2008 and Budget Circular No. 01/2025 dated 22.03.2025 were in force regarding disaster loans, and the provisions therein have been updated by the new circular.
This loan scheme is implemented to provide financial relief to public servants in the event of disaster situations, and it is expected that the increase in the loan limit along with the new salary increases will be a significant relief to public servants.

රාජ්ය සේවකයන් සඳහා ලබා දෙන ආපදා ණය මුදලේ උපරිම සීමාව රුපියල් 250,000 සිට රුපියල් 400,000 දක්වා ඉහළ නැංවීමට රජය තීරණය කර ඇත.
රාජ්ය පරිපාලන, පළාත් සභා සහ පළාත් පාලන අමාත්යාංශය විසින් 2025 මැයි 09 වන දින පළාත් ප්රධාන ලේකම්වරුන් සහ දෙපාර්තමේන්තු ප්රධානීන් වෙත යොමු කළ අංක 12/2025 දරණ නව චක්රලේඛය මඟින් ඒ සම්බන්ධව දැනුවත්කර තිබේ.
මෙම නව තීරණය ගැනීමට හේතු වී ඇත්තේ 2025 අයවැය යෝජනා මඟින් රාජ්ය සේවකයන්ගේ අවම මූලික වැටුප වැඩි කිරීමයි. ඒ අනුව, ආයතන සංග්රහයේ XXIV වැනි පරිච්ඡේදයේ 10 වගන්තිය යටතේ පවතින ආපදා ණය ලබා දීමේ ප්රතිපාදන සංශෝධනය කර ඇත.
චක්රලේඛයට අනුව, නිලධාරියෙකුට හිමිවන ණය මුදල තීරණය කිරීමේදී, නිලධාරියාගේ වැටුප ලෙස 2025.03.25 දිනැති රාජ්ය පරිපාලන චක්රලේඛ 10/2025 හි උපලේඛන II හි සඳහන් මූලික වැටුප අදාළ කර ගත යුතුය. ඒ අනුව, නිලධාරියෙකුට ගෙවිය හැකි උපරිම ණය මුදල වන්නේ ඔහු/ඇය ලබන මාස දහයක මූලික වැටුප හෝ රුපියල් 400,000 යන දෙකෙන් අඩු මුදලයි.
තවද, නිලධාරියෙකු ණය හෝ අත්තිකාරම් ලබා ගැනීමේදී සලකා බලනු ලබන වැටුපෙන් 40% සීමාව ගණනය කිරීමේදීද, නිලධාරියාගේ වැටුප ලෙස එම චක්රලේඛයේ සඳහන් මූලික වැටුප අදාළ කර ගත යුතුය. එසේම, ලබා දුන් ණය මුදල ආපසු අය කිරීමේදීද පාදක කර ගත යුත්තේ එම මූලික වැටුපයි.
චක්රලේඛයේ අවසාන කොටසින් නිර්දේශ කර ඇත්තේ, ඒ ඒ ආයතන විසින් පවත්නා උපරිම සීමාවන් ඉක්මවා නොයන පරිදි සහ වර්ෂය තුළ ණය ලබාදීම් සිදු කිරීමට හැකි වන පරිදි, සුදුසු ප්රමුඛතා අනුපිළිවෙළක් සකස් කර ගත යුතු බවයි.
මෙම චක්රලේඛය නිකුත් කිරීමට පෙර, ආපදා ණය සම්බන්ධයෙන් 2008.12.31 දිනැති රාජ්ය පරිපාලන චක්රලේඛ 30/2008 සහ 2025.03.22 දිනැති අයවැය චක්රලේඛ අංක 01/2025 හි 04.4 උපවගන්තිය බලපැවැත්වී ඇති අතර, නව චක්රලේඛය මඟින් ඒවායේ ඇති ප්රතිපාදන යාවත්කාලීන කොට ඇත.
රාජ්ය සේවයේ නියුතු නිලධාරීන්ට සිදුවන ආපදා තත්ත්වයන්දී මූල්යමය සහන සැලසීම සඳහා මෙම ණය ක්රමය ක්රියාත්මක වන අතර, නව වැටුප් වැඩිවීම් සමඟ ණය සීමාව ඉහළ නැංවීම රාජ්ය සේවකයන්ට සැලකිය යුතු සහනයක් වනු ඇතැයි අපේක්ෂා කෙරේ.
