The proposal submitted by the Minister of Urban Development, Construction and Housing to increase the assistance amount provided for a housing unit under the “Obata Geyak – Ratata Hetak” housing program has received the approval of the Cabinet.
The “Obata Geyak – Ratata Hetak” housing program is being implemented with the aim of reducing the housing problem of the poor or low-income earners and the poverty associated with it.
Under the program, one poor or low-income family is identified on priority in each Grama Niladhari Division and assistance is provided based on the progress of the construction to construct/improve a house.
According to the program, the beneficiary selected must construct a house of at least 550 square feet, and in addition to the assistance amount of Rs. 650,000 provided by the government for this, the remaining amount must be borne by the relevant beneficiary.
At the beginning of the program, the estimated cost of one house was Rs. 1,147,000, but the cost has now increased to Rs. 1,764,000.
Since the selected beneficiaries are unable to afford the remaining amount in addition to the government assistance, the Minister of Urban Development, Construction and Housing had submitted a proposal to increase the government assistance amount currently provided for a housing unit from Rs. 650,000 to Rs. 1,000,000.
හිසට සේවනක් හදාගන්න රජයෙන් ආධාර
“ඔබට ගෙයක් – රටට හෙටක්” නිවාස වැඩසටහන යටතේ නිවාස ඒකකයක් සඳහා ලබා දෙන ආධාර මුදල වැඩි කිරීම සඳහා නාගරික සංවර්ධන, ඉදිකිරීම් සහ නිවාස අමාත්යවරයා විසින් ඉදිරිපත් කළ යෝජනාවට අමාත්ය මණ්ඩල අනුමැතිය හිමිව තිබේ.
දිළිඳු හෝ අඩු ආදායම්ලාභීන්ගේ නිවාස ගැටලුව සහ ඒ හා බැඳි දරිද්රතාව අඩු කිරීම අරමුණු කර ගනිමින් මෙම “ඔබට ගෙයක් ‑ රටට හෙටක්” නිවාස වැඩසටහන ක්රියාත්මක කරනු ලබයි.
එම වැඩසටහන යටතේ සෑම ග්රාම නිලධාරි වසමකම දිළිඳු හෝ අඩු ආදායම්ලාභී එක් පවුලක් ප්රමුඛතාව මත හඳුනාගෙන නිවසක් ඉදිකිරීම/වැඩිදියුණු කිරීම සඳහා ඉදිකිරීමේ ප්රගතිය මත පදනම්ව ආධාර මුදලක් පිරිනමනු ලබයි.
එම වැඩසටහනට අනුව තෝරාගනු ලබන ප්රතිලාභියා විසින් අවම වශයෙන් වර්ග අඩි 550ක නිවසක් ඉදි කළ යුතු අතර, ඒ සඳහා රජය විසින් ලබා දෙන රුපියල් 650,000 ක ආධාර මුදලට අමතරව ඉතිරි මුදල අදාළ ප්රතිලාභියා විසින් දැරිය යුතු වේ.
වැඩසටහන ආරම්භයේදී එක් නිවසක ඇස්තමේන්තුගත පිරිවැය රුපියල් 1,147,000ක් වූ නමුත් මේ වන විට එම පිරිවැය රුපියල් 1,764,000ක් දක්වා වැඩි වී ඇත.
රජයේ ආධාර මුදලට අතිරේකව ඉතිරි මුදල දැරීමට තෝරාගනු ලබන ප්රතිලාභීන්ගේ ආර්ථික තත්ත්වය අනුව හැකියාවක් නොමැති බැවින් දැනට නිවාස ඒකකයක් සඳහා ලබා දෙන රුපියල් 650,000ක් වන රජයේ ආධාර මුදල රුපියල් 1,000,000 ක් දක්වා වැඩි කිරීම සඳහා නාගරික සංවර්ධන, ඉදිකිරීම් සහ නිවාස අමාත්යවරයා විසින් එම යෝජනාව ඉදිරිපත් කර තිබිණි.
