Prime Minister Dr. Harini Amarasuriya says that the government will provide support to establish a national alliance to empower women’s economy and support the development of micro, small and medium enterprises.
The Prime Minister said that there is a dire need to increase women’s participation in the economic sector both globally and locally.
The Prime Minister made this statement while participating in the launch of the Women Entrepreneurs Finance Code (WE Finance Code) jointly organized by the Ministry of Finance, Planning and Economic Development and the Asian Development Bank at the Kingsbury Hotel in Colombo yesterday (18).
Prime Minister Dr. Harini Amarasuriya further commented
The male labor force participation rate is 72% globally and 71% domestically. However, the female labor force participation rate is 47% and 32% respectively, indicating that the gender gap in labor force participation has been severely impacted.
It is essential to remove structural barriers to women’s access to finance, markets, training and technology that hinder their emergence as entrepreneurs.
Women in Sri Lanka face additional challenges, not only due to insecurity in public transport and workplaces, but also due to the burden of domestic responsibilities imposed on women by socio-cultural norms.
The International Finance Corporation (IFC) has stated that there is a global financing gap of US$5.2 trillion for formal micro, small and medium enterprises (MSMEs) globally and US$2.9 trillion for informal MSMEs.
Sri Lanka’s financing gap for MSMEs is around US$17 billion. This is 21% of the country’s GDP, with women-led MSMEs being disproportionately affected.
Closing the financing gap for women entrepreneurs could add an additional US$5-6 trillion to the global economic value chain.
The Prime Minister also mentioned the Women Entrepreneurs Finance Goal, a global initiative that aims to promote women entrepreneurs’ contribution to economic development through leadership, action and data-driven approaches.
Sri Lanka is among the first 24 countries to implement this with the support of the Asian Development Bank (ADB) and the Prime Minister said that in August 2024, it was possible to successfully develop a national definition for women-led enterprises.
Prime Minister Dr. Harini Amarasuriya, who said that this would improve data collection and reporting and lead to more effective policy formulation, appreciated the support provided by the Asian Development Bank, including financial assistance and policy advice, in the face of the COVID-19 pandemic and the economic crisis. She also emphasized that the government would provide support to establish a national alliance to support women’s economic empowerment and the development of micro, small and medium enterprises.
The Governor of the Central Bank of Sri Lanka, Dr. Nandalal Weerasinghe, Secretary to the Treasury, Mahinda Siriwardena, officials from the Ministry of Finance, Planning and Economic Development, and bank officials participated in this event.

ගෝලීය වශයෙන් මෙන්ම දේශීය වශයෙන් ආර්ථික ක්ෂේත්රයට කාන්තා සහභාගීත්වය වැඩි කර ගැනීමේ දැඩි අවශ්යතාවක් ඇති බව අග්රාමාත්යවරිය පැවසුවා ය.
මුදල්,ක්රම සම්පාදන හා ආර්ථික සංවර්ධන අමාත්යාංශය, ආසියානු සංවර්ධන බැංකුව හා ඒකාබද්ධව සංවිධානය කරන ලද කාන්තා ව්යවසායක මූල්ය කේතය (WE Finance Code) එළිදැක්වීමේ උත්සවයට සහභාගී වෙමින් ඊයේ(18) කොළඹ කිංග්ස්බරි හෝටලයේදී අග්රාමාත්යතුමිය මේ බව ප්රකාශ කළා ය.
මෙහිදී වැඩි දුරටත් අදහස් දැක් වූ අග්රාමාත්ය ආචාර්ය හරිනි අමරසූරිය
ආර්ථිකයට දායක වන පුරුෂ පාර්ශවයේ ක්රියාකාරී ප්රතිශතය ගෝලීය වශයෙන් 72%ක්, දේශීය වශයෙන් ගත්තත් 71% ක් වෙනවා. නමුත් ඊට සාපේක්ෂව කාන්තා සහභාගිත්වය ප්රතිශතය ලෙස පිළිවලින් 47% සහ 32% ක්, ශ්රම බලකා සහභාගිත්වයට ස්ත්රී පුරුෂ සමාජභාවයේ විෂමතාව දැඩි ලෙස බලපෑම් ඇතිකර තිබෙන බව මෙමගින් පැහැදිලි වෙනවා.
කාන්තාවන්ට ව්යවසායිකාවන් ලෙස නැගී සිටින්න බාධාවක් වන මූල්ය ප්රවේශය, වෙළඳපල, ශ්රම පුහුණු සහ තාක්ෂණික වශයෙන් පවතින ව්යුහාත්මක අවහිරතා ඉවත් කිරීම ඉතාම වැදගත්.
පොදු ප්රවාහනය තුලත්, සේවා ස්ථාන තුලත් පවතින අනාරක්ෂිත බව නිසා පමණක් නොව සමාජ-සංස්කෘතික සම්මතයන් මගින් බිහිකරගත් ගෘහස්ථ වගකීම් සමූහයක් කාන්තාව මත පැටවීම හේතුවෙන් ශ්රී ලංකාවේ කාන්තාවන්ට අමතර අභියෝගවලට මුහුණ දීමට සිදු වී තිබෙනවා.
ගෝලීය වශයෙන් විධිමත් ක්ෂුද්ර, කුඩා සහ මධ්ය පරිමාණ ව්යාපාර (MSME) වෙනුවෙන් ඇමරිකානු ඩොලර් ට්රිලියන 5.2 ක් වගේම අවිධිමත් ක්ෂුද්ර,කුඩා සහ මධ්ය පරිමාණ ව්යාපාර සඳහා ඩොලර් ට්රිලියන 2.9 ක ගෝලීය මුල්ය පරතරක් ඇති බව ජාත්යන්තර මූල්ය සංස්ථාව සදහන් කර තිබෙනවා.
ක්ෂුද්ර,කුඩා සහ මධ්ය පරිමාණ ව්යාපාර සම්බන්ධයෙන් ශ්රී ලංකාවේ මූල්ය පරතරය ඇමරිකානු ඩොලර් බිලියන 17 ක් පමණ වෙනවා. එය රටේ දළ දේශීය නිෂ්පාදනයෙන් 21% ක්, කාන්තාවන් විසින් මෙහෙයවනු ලබන ක්ෂුද්ර,කුඩා සහ මධ්ය පරිමාණ ව්යාපාර අසමාන්ය ලෙස බලපෑමට ලක් වීම මේ සඳහා ප්රධාන හේතුවක් වී තිබෙනවා.
කාන්තා ව්යවසායකයින් සඳහා වන මූල්ය පරතරය ඉවත් කිරීම මඟින් ගෝලීය ආර්ථික වටිනාකමට ඇමරිකානු ඩොලර් ට්රිලියන 5-6ක අමතර ආර්ථික වර්ධනයක් ලබා ගැනීමට හැකි වෙනවා.
නායකත්වය, ක්රියාකාරීත්වය සහ දත්ත පදනම් කරගත් ප්රවේශයන් තුළින් ව්යවසායිකාවන් සඳහා ආර්ථික සංවර්ධනයට දායක වීම ප්රවර්ධනය කිරීමේ අරමුණෙන් ගෝලීයව ක්රියාත්මක වන කාන්තා ව්යවසායකයින්ගේ මූල්ය ඉලක්කය පිළිබඳව ද අග්රාමත්යතුමිය මෙහි දී සඳහන් කළා ය.
ආසියානු සංවර්ධන බැංකුව (ADB) සහයෝගය ඇතිව මෙය ක්රියාවට නංවන පළමු රටවල් 24 අතරට ශ්රී ලංකාව ද ඇතුලත් වන අතර 2024 අගෝස්තු මාසයේදී කාන්තාවන් විසින් මෙහෙයවන ව්යවසායන් සඳහා ජාතික අර්ථකථන දැක්වීම සාර්ථක ලෙස සකස් කිරීමට හැකි වූ බවද අග්රාමාත්යතුමිය මෙහි දී පැවසුවාය.
එමඟින් දත්ත රැස් කිරීම සහ වාර්තා කිරීම වැඩිදියුණු කර වඩාත් ඵලදායි ප්රතිපත්ති සම්පාදනයකට මඟ පාදන බවත්, COVID-19 වසංගතය සහ ආර්ථික අර්බුදය හමුවේ, මූල්ය ආධාර සහ ප්රතිපත්ති උපදෙස් ඇතුලුව, ආසියානු සංවර්ධන බැංකුව විසින් ලබාදුන් සහයෝගය අගය කරන බවත් පැවසූ අග්රාමාත්ය ආචාර්ය හරිනි අමරසූරිය, කාන්තාවන්ගේ ආර්ථිකය සවිබල ගැන්වීම වෙනුවෙන් සහ ක්ෂුද්ර, කුඩා සහ මධ්ය පරිමාණ ව්යාපාර සංවර්ධනය වෙනුවෙන් සහය දැක්වීමට ජාතික සන්ධානයක් පිහිටුවීමට රජයේ සහය ලබා දෙන බවද මෙහි දී අවධාරණය කළා ය.
මෙම අවස්ථාව සඳහා ශ්රී ලංකා මහ බැංකුවේ අධිපති ආචාර්ය නන්දලාල් වීරසිංහ, භාණ්ඩාගාර ලේකම් මහින්ද සිරිවර්ධන, මුදල්, ක්රම සම්පාදන හා ආර්ථික සංවර්ධන අමාත්යාංශයේ නිලධාරීන් සහ බැංකු නිලධාරීන් ඇතුළු පිරිසක් සහභාගි වූහ.
