The census sheets to be distributed to the public for the national census of wild animals that cause damage to agricultural crops, which is scheduled to be held on the 15th (Saturday) between 8.00 and 8.05 am as planned by the Ministry of Agriculture, Livestock, Lands and Irrigation, have now been printed by the Government Printing Office, said the Chairperson of the ‘Committee to Prevent Damage to Cultivation by Wild Animals and Obtain Necessary Recommendations for the Management of Animals That Damage Crops’, former Additional Secretary (Agricultural Development) of the Ministry of Agriculture, Livestock, Lands and Irrigation, Mrs. D.S. Ratnasinghe.
Ms. Ratnasinghe emphasized that these census sheets were distributed to all District Secretariats in Sri Lanka from the last (06) and that these sheets will be distributed to the Divisional Secretariats by the District Secretariats and to the relevant Grama Niladharis by the Divisional Secretariats in the next few days.
The lady stated that the people should observe their gardens/cultivated land/school/charity grounds/and other public places between 8.00-8.05 this morning and count the number of monkeys, squirrels, squirrels and peacocks in their respective premises at that time and record them on the census sheet provided by the Grama Niladhari.
Emphasizing that this census is being conducted to collect basic data needed for a sustainable solution to food security, minimize crop losses, and minimize wildlife damage, and that the public should support this as a national responsibility, Ms. Ratnasinghe points out that criticisms made about this census without any scientific basis are unfair.
When Dinamina inquired about the possible obstacles that may arise during the relevant census period, including the occurrence of natural disasters such as rain, and the recording of that information in the paper, Ms. Ratnasinghe said that no specific methodology has been announced regarding this. She also stated that attention will be paid to this matter.
This census is conducted on the basis of Grama Niladhari divisions and is conducted under the initiative of the Grama Niladhari, with the support of Samurdhi Development Officer, Economic Development Officer, and Agricultural Research and Production Assistants. The responsibilities of raising awareness about this, distributing census sheets to homes and other premises, and collecting the sheets after the census have been assigned to the Grama Niladhari/Samurdhi Development Officer/Economic Development Officer/Agricultural Research and Production Assistant.
The people should hand over the census sheet to the relevant Grama Niladhari/Samurdhi Development Officer/Economic Development Officer/Agricultural Research and Production Assistant. If there are other government institutions and non-government institutions such as schools, religious places, universities and hospitals in their Grama Niladhari area, the relevant Grama Niladharis will discuss with the heads of the institutions and prepare a program to obtain relevant information. If there are large-scale cultivations, it is not possible for a single person to obtain information on those cultivated lands, so the Grama Niladhari is to discuss with the officers managing the cultivations and plan to deploy a group from that institution for this purpose. If there are lands or premises where the owners are not residing, the Ministry of Agriculture, Livestock, Lands and Irrigation has informed that people living adjacent to those lands or premises should be used to obtain census information on those lands or premises.

කෘෂිකර්ම, පශු සම්පත්, ඉඩම් හා වාරිමාර්ග අමාත්යාංශයේ සැලසුම පරිදි මෙම 15වැනිදා (සෙනසුරාදා ) උදේ 8.00 -8.05ත් අතර කාලසීමාව තුළ පැවැත්වීමට නියමිත,කෘෂි බෝග සඳහා හානි පමුණුවන වනසතුන් පිළිබඳ ජාතික සංගණනය වෙනුවෙන් මහජනතාව වෙත ලබාදෙන සංගණන පත්රිකා මේ වන විට රජයේ මුද්රණාලය මගින් මුද්රණය කර අවසන් බව, ‘වන සතුන්ගෙන් වගාවට සිදුවන හානි වළක්වා ගැනීමට සහ වගාවන්ට හානි කරන සතුන් කලමනාකරණය සඳහා අවශ්ය නිදේශ ලබා ගැනීම සඳහා වූ කමිටුවේ’ සභාපතිනි කෘෂිකර්ම, පශු සම්පත්,ඉඩම් හා වාරිමාර්ග අමාත්යාංශයේ හිටපු අතිරේක ලේකම් (කෘෂි සංවර්ධන) ඩී.එස් රත්නසිංහ මහත්මිය පැවැසුවාය.
මෙම සංගණන පත්රිකා පසුගිය (06) වනදා සිට ලංකාවේ සියලුම දිස්ත්රික් ලේකම් කාර්යාල වෙත බෙදා හැරීම ආරම්භ කළ බවත් දිස්ත්රික් ලේකම් කාර්යාල මගින් ප්රාදේශිය ලේකම් කාර්යාල වෙතද ,ප්රාදේශිය ලේකම් කාර්යාල මගින් අදාළ ග්රාම නිළදාරින් වෙත ද මෙම පත්රිකා ලබාදීම ඉදිරි දින කීපය තුළ සිදු කෙරෙන බවත් රත්නසිංහ මහත්මිය අවධාරණය කළාය.
මෙදින උදෑසන 8.00-8.05 අතර කාල සීමාව තුල තම ගෙවත්ත/වගා බිම/පාසල/පුණ්යභූමි/ හා වෙනත් පොදු ස්ථාන නිරීක්ෂණය කර එම අවස්ථාවේ තමාට අදාල පරිශ්රයේ සිටින වඳුරන්, රිලවුන්, දඬු ලේනුන් හා මොණරුන් සංඛ්යාව ගණන් කර ග්රාම නිලධාරිවරයා විසින් ලබාදී තිබෙන සංගණන පත්රිකාවේ සටහන් කිරීම ජනතාව විසින් සිදු කළ යුතු බවත් ඒ මහත්මිය ප්රකාශ කළාය.
ආහාර සුරක්ෂිතතාවය, අස්වනු හානිය අවම කිරීම පිණිස ,වන සත්ව හානි අවම කර ගැනිම සදහා ඉදිරිපත් වන තිරසර විසඳුමකට අවශය මූලික දත්ත රැස් කිරීම සඳහා මෙම සංගණනය පැවැත්වෙන බවත් ජාතික වගකිමක් ලෙස සලකා මේ සඳහා සහයෝගය දැක්වීම ජනතාව විසින් සිදු කළ යුතු බවත් අවධාරණය කරන රත්නසිංහ මහත්මිය පෙන්වාදෙන්නේ කිසිඳු විද්යාත්මක පදනමකින් තොරව මෙම සංගණය සම්බන්ධව සිදු කරන විවේචන සාධාරණ නොවන බවයි.
අදාළ සංගණනය පවත්වන කාලසිමාව තුළ වර්ෂාව ආදී ස්වභාවික ආපදා පැවැතීම ඇතුළු පැනනැගිය හැකි බාධාවන් සහ එම තොරතුරු පත්රිකාවේ සටහන් කිරීම පිළිබඳව දිනමිණ කළ විමසුමකදී ඒ මහත්මිය පැවැසුවේ ඒ පිළිබඳව නිශ්චිත ක්රමවේදයක් ප්රකාශ කර නොමැති බවයි.මේ සම්බන්ධයෙන් අවධානය යොමු කරන බවද ඒ මහත්මිය සඳහන් කළාය.
මෙම සංගණනය ග්රාම නිලධාරි වසම් පාදක කරගෙන පැවැත්වෙන අතර ග්රාම නිලධාරිවරයාගේ මුලිකත්වයෙන් , සමෘද්ධි සංවර්ධන නිලධාරි, ආර්ථික සංවර්ධන නිලධාරි, කෘෂිකර්ම පර්යේෂණ නිෂ්පාදන සහකාරවරුන්ගේ සහයෝගයෙන්සිදු කරනු ලැබේ.මේ පිළිබඳව දැනුවත් කිරිම,සංගණන පත්රිකා නිවෙස් හා අනෙකුත් පරිශ්ර වෙත බෙදා දීම සහ සංගණනයෙන් පසු පත්රිකා නැවත එකතුකර ගැනීම යන වගකීම් ග්රාම නිලධාරි/සමෘද්ධි සංවර්ධන නිලධාරි/ආර්ථික සංවර්ධන නිලධාරි/කෘෂිකර්ම පර්යේෂණ නිෂ්පාදන සහකාරවරයා වෙත පවරා ඇත.
සටහන් කරනු ලබන සංගණන පත්රිකාව, අදාළ ග්රාම නිලධාරි/සමෘද්ධි සංවර්ධන නිලධාරි/ආර්ථික සංවර්ධන නිලධාරි/කෘෂිකර්ම පර්යේෂණ නිෂ්පාදන සහකාරවරයා වෙත භාරදීම ජනතාව සිදු කළ යුතුය.තම ග්රාම නිලධාරි වසම තුළ ඇති පාසල්, පුණ්ය භූමි, විශ්ව විද්යාල හා රෝහල් වැනි වෙනත් රාජ්ය ආයතන හා රාජ්ය නොවන ආයතන පවතී නම් ආයතන ප්රධානීන් සමඟ සාකච්ඡා කර අදාළ තොරතුරු ලබා ගැනීම සඳහා වැඩපිළිවෙලක් අදාල ග්රාම නිළධාරීන් විසින් සකස් කරනු ලබයි.මහපරිමාණයේ වගාවන් පවතී නම් එම වගා බිම්වල තොරතුරු ලබා ගැනීම තනි පුද්ගලයෙකුට කළ නොහැකි බැවින් වගාවන් කළමනාකරණය කරන නිලධාරීන් සමඟ සාකච්ඡා කර ඒ සඳහා එම ආයතනයේ පිරිසක් යොදවා ගැනීමට ග්රාම නිළධාරී විසින් සැලසුම් කිරිමට නියමිතය.අයිතිකරුවන් පදිංචිව නොමැති ඉඩම් හෝ පරිශ්ර පවතීනම් එම ඉඩම් හෝ පරිශ්රවල සංගණන තොරතුරු ලබා ගැනීම සඳහා එම ඉඩම් හෝ පරිශ්රවලට යාබඳව වෙසෙන පුද්ගලයන් යොදා ගැනීම සිදු කළ යුතු බව කෘෂිකර්ම, පශු සම්පත්, ඉඩම් හා වාරිමාර්ග අමාත්යාංශ දැනුම් දි තිබේ.
