Deputy Minister of Education and Higher Education Dr. Madura Seneviratne says that the government considers it its responsibility to provide all students who qualify for higher education with that opportunity.
The number of students who sit for the Advanced Level examination annually is about 300,000, and although about 175,000 students qualify for universities, only about 40,000 to 45,000 of them are granted state university seats, the Minister points out.
The Deputy Minister further stated that as a responsible government, we will not remain silent about the higher education of the remaining children.
The Deputy Minister said this during a discussion held with representatives of government-approved non-state universities at the Ministry of Education yesterday (11).
The Minister also said that he believes that health and education are the responsibility of the government and that is why he will join hands with non-government universities to provide higher education opportunities to those students under the student loan scheme. The Minister further commented,
“Our government believes that the government should be responsible for the education of the country’s children from pre-school education to tertiary education. The government must definitely intervene in school education. We also believe that the necessary means and facilities should be provided to those who go beyond it. The appropriate environment for building a manufacturing and service economy should be created through education. We should intervene to regulate higher education institutions to secure the quality and standard of education. “
“We, as a government, are committed to creating this environment through new education reforms. We are working to prioritize providing quality education, student welfare, updating curricula, introducing new curricula, implementing international student exchange programs, etc.
අධ්යාපන හා උසස් අධ්යාපන නියෝජ්ය අමාත්ය වෛද්ය මධුර සෙනෙවිරත්න මහතා පවසන්නේ, උසස් අධ්යාපනයට සුදුසුකම් ලබන සියලු ම සිසුන්ට එම අවස්ථාව සලසා දීම, රජය සිය වගකීමක් සේ සලකන බවයි.
වාර්ෂික ව උසස් පෙළ විභාගයට පෙනී සිටින සිසුන් සංඛ්යාව 300,000ක් පමණ වන අතර එයින් සරසවි සඳහා සිසුන් 175,000ක් පමණ සුදුසුකම් ලැබුව ද එයින් රාජ්ය විශ්වවිද්යාල වරම් හිමිවන්නේ 40,000ක් 45,000ක් පමණ පිරිසකට පමණක් අමාත්යවරයා පෙන්වා දෙයි.
ඉතිරි දරුදැරියන්ගේ උසස් අධ්යාපනය පිළිබඳව ද වගකිවයුතු රජයක් ලෙස නිහඬ ව නොසිටින බවයි, නියෝජ්ය අමාත්යවරයා වැඩිදුරටත් අදහස් දක්වමින් පැවසුවේ.
ඊයේ (11) අධ්යාපන අමාත්යංශයේ දී රජයේ අනුමත රාජ්ය නොවන විශ්වවිද්යාලවල නියෝජිතයන් සමඟ පැවති සාකච්ඡාවක දී නියෝජ්ය අමාත්යවරයා මේ බැව පැවසුවේය.
එමෙන්ම, සෞඛ්ය සහ අධ්යාපනය රජයේ වගකීමක් ලෙස විශ්වාස කරන බවත් ඒ නිසා ම රාජ්ය නොවන විශ්වවිද්යාල සමඟ එකතු වී ශිෂ්ය ණය යෝජනා ක්රමය යටතේ එම සිසුන් සඳහා උසස් අධ්යාපන අවස්ථා ලබා දෙන බවත් අමාත්යවරයා පවසයි. එහිදී වැඩිදුරටත් අදහස් දැක්වූ අමාත්යවරයා,
“පූර්ව ළමාවිය අධ්යාපනයේ සිට තෘතීය අධ්යාපනය දක්වා ම රටේ දරුවන්ගේ අධ්යාපනය පිළිබඳ රජය වගකිව යුතුයි කියා අපේ රජය විශ්වාස කරනවා. අනිවාර්යයෙන් ම පාසල් අධ්යාපනයට රජය මැදිහත් විය යුතු යි. එසේ ම ඉන් පිටට යන අයට ද අවශ්ය මාර්ග සහ පහසුකම් ලබා දිය යුතුයි කියා අපි විශ්වාස කරනවා. නිෂ්පාදන හා සේවා ආර්ථිකයක් ගොඩනැඟීමට සුදුසු පරිසරය අධ්යාපනය තුළින් සැකසිය යුතු යි. අධ්යාපනයේ ගුණාත්මකභාවය සහ තත්ත්වය සුරක්ෂිත කිරීම පිණිස උසස් අධ්යාපන ආයතන නියාමනය කිරීමට අපි මැදිහත්විය යුතු යි. “
“නව අධ්යාපන ප්රතිසංස්කරණ ඔස්සේ මේ පරිසරය නිර්මාණය කරන්නට අපි රජයක් ලෙස කැපවෙනවා. ගුණාත්මක අධ්යාපනයක් ලබා දීම, ශිෂ්ය සුබසාධානය, විෂයමාලා යාවත්කාලීන කිරීම, නව විෂයමාලා හඳුන්වාදීම, ජාත්යන්තර ශිෂ්ය හුවමාරු වැඩසටහන් ආදිය ක්රියාත්මක කිරීම කෙරෙහි අපි මූලිකත්වය ලබා දෙන්නට කටයුතු කරනවා.
