It is reported that ambulances worth about Rs. 600 million are rotting in a private parking lot adjacent to Parliament due to administrative shortcomings in the Ministry of Health.
Dr. Chamal Sanjeewa, Chairman of the Doctors’ Trade Union Alliance for Medical and Civil Rights, alleged that the ambulance fleet, worth between Rs. 300 million and Rs. 600 million, is currently rotting.
He stated that the Health Minister should immediately investigate this matter and take appropriate administrative decisions.
“These ambulances were imported into the country during the previous ‘good governance’ government. They were distributed to hospitals and sent to this location for maintenance,” said Dr. Sanjeewa.
However, he alleged that the Ministry of Health and the relevant hospital authorities have failed to approve the estimates for the repairs, leaving them idle at the site for months.
Some of the ambulances have been at the site for more than six months, and even the drivers who brought them there for maintenance have failed to follow up on their condition.
Dr. Sanjeewa further stated that he had introduced a digital information system related to vehicle maintenance and management to the Ministry of Health five years ago.
This database was introduced in 2019 to reduce misuse of vehicles within the Ministry and improve transparency.
The Ministry of Health’s 2024 financial report states that information related to the years 2021, 2022 and 2023, which is required to evaluate the performance of the use of vehicles owned by the Ministry, has not been submitted for audit.
In addition, it has not been possible to properly audit the relevant areas due to failure to submit the required information or failure to submit the complete information required for the audit despite requesting information on various matters through 34 letters as of April 9, 2024.

වෛද්‍ය සහ සිවිල් අයිතිවාසිකම් සඳහා වූ වෛද්‍යවරුන්ගේ වෘත්තීය සමිති සන්ධානයේ සභාපති වෛද්‍ය චමල් සංජීව චෝදනා කළේ රුපියල් මිලියන 300 සිට රුපියල් මිලියන 600 දක්වා වටිනා ගිලන් රථ ඇණිය මේ වනවිට දිරාපත් වෙමින් පවතින බවයි.
සෞඛ්‍ය අමාත්‍යවරයා විසින් මේ පිළිබඳ වහාම විමර්ශනය කර සුදුසු පරිපාලන තීරණ ගැනීම අවශ්‍ය බව ඔහු ප්‍රකාශ කළේය.
“මෙම ගිලන් රථ පසුගිය ‘යහපාලන’ රජය සමයේදී රටට ආනයනය කර තිබෙනවා. ඒවා රෝහල්වලට බෙදා හැර නඩත්තුව සඳහායි මෙම ස්ථානයට යොමුකර ඇත්තේ,” යනුවෙන් වෛද්‍ය සංජීව ප්‍රකාශ කළේය.
කෙසේවෙතත්, සෞඛ්‍ය අමාත්‍යාංශය සහ අදාළ රෝහල් බලධාරීන් අලුත්වැඩියාවට අදාළ ඇස්තමේන්තු අනුමත කිරීමට අපොහොසත් වීම හේතුවෙන් ඒවා මාස ගණනාවක් එම ස්ථානයේ අක්‍රීයව පවතින බවට ඔහු චෝදනා කළේය.
සමහර ගිලන් රථ මාස හයකට වැඩි කාලයක් එම ස්ථානයේ පවතින අතර, නඩත්තුව සඳහා ඒවා එහි ගෙන ආ රියදුරන් පවා ඒවායේ තත්ත්වය පිළිබඳ පසු විපරම් කිරීමට අපොහොසත් වී ඇත.
වාහන නඩත්තුව සහ කළමනාකරණයට අදාළ ඩිජිටල් තොරතුරු පද්ධතියක් තමන් විසින් වසර පහකට පෙර සෞඛ්‍ය අමාත්‍යාංශයට හඳුන්වා දී ඇති බව වෛද්‍ය සංජීව තවදුරටත් සඳහන් කළේය.
අමාත්‍යාංශය තුළ වාහන අනිසි ලෙස භාවිත කිරීම අවම කිරීම සහ විනිවිදභාවය වැඩි දියුණු කිරීම සඳහා මෙම දත්ත සමුදාය 2019 දී හඳුන්වා දී තිබේ.
සෞඛ්‍ය අමාත්‍යාංශයේ 2024 මූල්‍ය වාර්තාවේ සඳහන් වන්නේ අමාත්‍යාංශය සතු වාහන භාවිතයේ කාර්ය සාධනය ඇගයීමට අවශ්‍ය 2021, 2022 සහ 2023 වසරවලට අදාළ තොරතුරු විගණනය සඳහා ඉදිරිපත් කර නොමැති බවයි.
මීට අමතරව, අවශ්‍ය තොරතුරු ඉදිරිපත් නොකිරීම හෝ 2024 අප්‍රේල් 9 වැනි දින වන විට ලිපි 34ක් හරහා විවිධ කරුණු පිළිබඳ තොරතුරු ඉල්ලා සිටියද විගණනය සඳහා අවශ්‍ය සම්පූර්ණ තොරතුරු ඉදිරිපත් නොකිරීම හේතුවෙන් අදාළ ක්ෂේත්‍ර නිසි ලෙස විගණනය කිරීමට නොහැකි වී තිබේ
