At that time, Mr. J. R. Jayewardene delegated the power to protect the country&#8217;s sensitive areas to the cabinet ministers. There were several economically important places in the Biyagama area such as the oil refinery, the diesel power plant, the center that supplies electricity to Colombo from the Mahaweli, and the trade zone.
